(AP) Six weeks ago the brakes on Russel C. Moore's truck -failed at the top of a grade in this seaside city. He could have jumped. But in stead he stuck with it, shepherd ing the runaway through eight street crossings. Almost miracu lously, he avoided pedestrians and autos. The truck crashed into a creek. Moore wa. killed. Moore, 31, left a wife and four children. A fifth is on the way. Court Gets Racial Plea ST. LOUIS (AP)-The U. S Court of Appeals here has re ceived a motion to stay a District Court order delaying racial inte gration of Central High School at Little Rock, Ark., for 2 ft years. The motion arrived by mail and was accompanied by a notice of appeal from the ruling by U. S. Dist. Judge Harry J. Lemlcy at Little Itock. If Judge Lemley's order is af firmed, Negro children who at tended Central this past school year wont he back next fall. Attorneys for the National Assn. for the Advancement of Colored People are fighting the judge's or der. They claim that just hecausc the city is "psychologically un ready" for racial integration there is no basis for noncompliance with the "constitutional law of the United States." Robert Tucker, clerk of the ap pellate court here, said he would send the motion for a stay to Chief Judge Archibald K. Gard ner at his Huron, S. D., home. Dulles Says Party Will Not base Trade Program Slate WASHINGTON (API Secretary of State Dulles has told senators the administration has no intention of compromising in its right for a five-year extension of the recip rocal trade agreements program. Dulles reaffirmed his position to individual senators as indications mounted that proposals to cut the life of the program to three years are gaining headway in the Sen ate. Senators William F. Knowland of California. Senate Republican leader, and Styles Bridges of New Hampshire, chairman of the GOP Policy Committee, already have announced they will seek to re duce the period to three years. The House voted a five-year ex-j tension when it passed the admin istration bill. The measure would permit the President to cut tariffs as much as 25 per cent during the five year period. Opponents contend it would further damage industries already hurt ty imports. South Carolina Lawyer To Be State's Next Governor COLUMBIA, S. C. (AP)-Ernest F. Hollings, a handsome Charles ton lawyer and tireless campaign- was named South Carolina s next governor yesterday by thumping 45,000-vote margin over Donald S. Russell. At 3fi, he will be die state's voungest governor in modern times. Hollings. named one of the 10 Outstanding Young Men of the Year in W55 hy the U. S. Junior Chamber of Commerce, won the Democratic primary nomination in a runoff election against Rus sell, 52-year-old former president of the University of South Caro lina. S bf NO fcnlM, M. Sen. H. Alexander Smith (R-N.I) one of those who has conferred with Dulles on the program, said he will be deeply disappointed if a majority of Republicans don't vote with the administration on the issue. He said Dulles made a good case in arguing that a three-year extension would bring the issue bciorc Congress again at a time when the United States may be deeply involved in tariff negotia tions with the European Common Market countries. Sen. Lyndon B. Johnson of Tex as, Senate Democratic leader, is hacking the five-year extension hut some of his Democratic col leagues who ate supporting the trade legislation apparently are wavering. Sen. Russell Long D-Lav a member of the Finance Commit tee, which is considering the bill, predicted that the Senate will ap prove no more than a three-year extension. With nearly all precincts unoffi cially tabulated. Hollings had 1!K), 163 votes to 145,263 for Russell. The party designation in this traditionally Democratic state is tantamount to election. Repuhli cans have not filed a slate for the November general election. . Hollings, lieutenant governor the last our years and a state iegis lalor for six years before that campaigned on a platform that in eluded, as did Russell's, a promise to attract new business to the state. His victory statement said he would start work at once on his program. The runoff followed a three-way first primary two weeks ago in which Hollings led Russell by some 26,000 votes but lacked a majority. The third candidate was Mayor William C- Johnston of Anderson. Girl Awakens Under Knife SAN FRANCISCO (AP)-A teen- ager with her heart opened was awakened on the operating table to demonstrate the value of hvpo- not ism in surgery, a Beverly Hills doctor rcporltxl today. while her heart was out of com mission and her blood was being pumped by a machine, the 14 year-old girl opened her eyes and responded repeatedly to the doc lor's instructions, he said. She then was put to sleep again hy suggestion and came through the operation in good sluipe. Twen ty days later she left the hospital. An account ot the operation was given in a paper before the Amer ican Medical Assn. by Dr. Milton Manner, who handled the anaes thesia and did the hypnotizing. A return to consciousness while under open heart surgery is a good idea because it allows the doctors to check on whether pa tient's brain is being damaged while the machine is taking over the job of the heart. With hypnosis, a smaller amount of anaesthetic was needed to put Ihc patient to sleep and it enabled the doctor to restore her to slum-ho- alter once awakening her. Long Alaska Debate Seen WASHINGTON (AP)-The Sen ate manager of the Alaska state hood bill said today he saw "some evidence we may be in for long sessions of extended debate be fore completing action on the House-passed bill. With some preliminary voting possible today, Sen. Henry M. Jackson ID-Wash) said he was confident there were votes in the Senate to pass the bill, but added: We may not achieve that goal until some long drawn out sessions have come and gone. He said he felt opponents were seeking to delay final action be yond a July 3 deadline provided in the bill for the President to notify the Alaska governor of the bill s enactment. Any amendment would force re turn of the bill to the House, where a parliamentary tangle might fur ther delay or prevent passage. Its sponsors are seeking benate pas sage without change to avoid that possibility.
