Policy MANILA wi President .Carlos P. Garcia declared today that he will continue the strongly pro- American Philippine foreign pol icy stressed by the late President Ramon Magsaysay. The 61-year-old political veteran was relaxed and confident in his first news conference since elec tion to a full four-year term a week ago. He made these major points: There will be no changes in Philippine support for the United States, active participation in the Southeast Asia Treaty Organiza tion and the United Naitons and backing for Nationalist China. He still is - uncertain about whether his new vice president, Diosdado Macapagal of the oppos ition Liberal party, will be given the vice president's traditional post of foreign minister. It de pends on Macapagal's attitude and what arrangements can be made between Garcia's Nacional ista party and the Liberals, the President said. Garcia said economic problems are his immediate concern. He added that the country needs more loans from the United States and the World Bank to finance in dustrial development. Efforts will be made to attract more foreign capital, the Presi dent said, and the Philippines will try to expand its trade with Eu rope and other parts of the world. Arizona, to qualify for employmen; as a sanitarian aide by the U.S Public Health Service and will b assigned to the Umatilla Reserva tion. Courtney was one of the 1! Indians representing 13 tribes in 11 states who were selected for this training by the Public Health Service. Upon reporting for dutv on the Umatilla Reservation, the new san itarian aide will work among the people demonstrating practical sanitation and hygiene methods. The sanitation program in the area is under Arthur L. Dopmeyer, area sanitary engineer, stationed at Portland. Dr. Ruth E. Dunham. Public Health Service officer in charge of the Portland Indian Health Area office, said that expansion of serv ices to the Indians by sanitarian aides is part of the service's ef forts to reduce the excessive in cidence of preventable diseases that take a heavy toll in the Indian population. As examples, she said that dysentery and tuberculosis are nine times more prevalent among Indians than the general popula ion, and the incidence of infectious icpatitis is three times as great. Dr. Dunham pointed out t h e ?auses of this poor health picture. These include lack of sufficient ater by many Indians, and the necessity lor tneir naming water is far as a mile or more to their i o in e s, improper disposal of wastes, unsanitary practices in handling food resulting from in- aaequate knowledge, and over' crowded housing which is condu cive to respiratory infections. To date, s i X sanitarian aide courses have been conducted in Phoenix in connection with t h e Indian health program, and a to tal of 96 Indians have received tins training. State To Drop Fong Charges PORTLAND Iff The state intends to drop its last charges against Sherry and Wayne Fon;;, the Portland couple acquitted of charges they killed a 16-year-old baby sitter in 1954. .Mrs. Fong was acquitted last week in her fourth trial. Previ ously there had been a mistrial and two convictions that wore overturned on- appeal. Her hus band was freed in a separate trial earlier. Dist. Atty. Leo Smith said he will move for dismissal of the remaining charges: One against Fong of contributing to the delin quency of a minor,! and two against Sherry one of contribut ing to the delinquency of a minor and another of removing a body without permission of the coroner.
