OREGON PAGE THREE TyphoonHampersVoting In Philippine Election MANILA CD The Philippines moved well past the halfway mark in its presidential election today with no reports of voting dav violence. Typhoon Kit held balloting down on strategic Luzon-) Island, increasing expectations that President Carlos P. Garcia would win a full term handily. The typhoon battered 10 prov inces in central and northern Lu zon Island, causing floods and heavy property damage. Voting was slow getting under way there. With 15 persons killed . during the campaign, the police constab ulary was out in force and the army was alerted. There were no reports of serious incidents. The bad weather over Luzon, where more than half the na tion's 7,200.000 voters live, was a blow to Garcia's leading oppo nents, Jose Yulo of the Liberal party and Manual P. Manahan of the Progressives. They had banked strongly on central and northern Luzon in their victory predictions. Two other candidates. Sen. Claro M. Recto and Antonio Quiri no, were considered far out of the running. The election commission pre dicted more -than a million voters would stay home because of the weather. Garcia, who moved into the presidency last March after Ra mon Magsaysay was killed in a plane crash, remained an over whelming favorite to win a four- year term. I , Garcia told newsmen he exDect- ed to win by 800.000 or a million votes and to carry with him the entire Nacionalisia party ticket of House Speaker Jose B. Laurel Jr., seeking the vice presidency, and eight senatorial candidates. The typhoon, meanwhile, passed more than 70 miles north of Ma nila and its maximum winds dropped to 90 miles an hour as it crossed the island toward the China Sea. - One man was reported electro cuted by a fallen wire. Man Injured In Car Crash MdKTAGUE A sawyer at the Horse Creek Lumber Company mill near Montague, Earl Down, 46, was slightly injured last week in a one-car accident. Down was returning to Montague from Yreka and his car went out of control at the intersection of State Highway and the Montague- Grenada road and overturned. Homecoming Plans Listed UNIVERSITY OF OREGON, Eu gene Theme of the University of Oregon's homecoming weekend, November 22-23, will be "Ducks Track Back," according to the co chairmen of the annual alumni welcoming program, Richard A. Shaw of Beaverton and Katherine A. Beatty, Eugene. The homecoming theme will be carried out in signs produced by competition between campus living organizations. Plans also are be ing completed for the selection of a homecoming queen. Five queen finalists will be chosen in student body elections November 15. The queen will be announced at the traditional bonfire rally. The annual dance and football game also will be features of homecoming weekend.
