KUlian is moving from clois tered university life into one of the sharpest controversies and xome of the knottiest problems Washington has seen in many a year. Sitting on the right hand of President Eisenhower as "special assistant to the President for science and technology," the 53-year-old head of the Massa chusetts Institute of Technology will find he also is concerned, di rectly . or indirectly, with such matters as these: 1. Clamoring criticism from peo ple in and out of Congress who demand to know (a) why we are supposedly behind Russia in the missile weapon field: (b why Russia is ahead in the satellite launching business: (ci what is going to be done about it. 2. Money should more be spent for military scientific projects? 3. The rivalry of the individual armed forces in weaponry, which Eisenhower calls "alleged inter service competition." Killian is no stranger to Wash ington activities, having served on an Army science advisory panel in 1951 and on a number of na tional foundation and scholarship boards. lie comes to Washington calm' ly. But he said in a statement at Cambridge, Mass., last night that "I shall move as rapidly as possi Me to marshal the best scientific and engineering judgment and creative talent in the United States and to make it available to the President for the formula tion of national policy which in' volves science and technology." Killian said, too, that a very strong scientuic advisory group is an essential part of the plan, and the recruiting of this group will proceed with the utmost dis patch." Did Eisenhower's announcement last night on the new set-up for science mean that a "czar" with substantial power is to oversee the missile and earth satellite pro grams?' At one point in the President's address the language' suggested Killian might be such a czar. He said Killian, aided by a -strong ad visory group of outstanding ex perts, "will have the active re sponsibility of helping me follow ! through on the program." Eisen jhower said also that Dr. Killian '"will see to it" that projects ; which -experts believe have the ! best possibilities "shall advance Iwilh the utmost speed" and that i Killian "will make sure" that the best talent and full resources are applied to high-priority projects. But then Eisenhower also said: "In the Defense Department is an official, directly responsible to the secretary, in charge of missile de velopment. I have directed that the secretary make certain that the guided missile director is clothed with all the authority that the secretary himself possesses in this field, so that no administra tive or interservice block can oc cur." Although. Eisenhower mentioned no names, it was apparent he was talking of William M. Hola- day. special assistant for guided missile matters to Secretary of Lielen.se Neil McElroy. The President disclosed still an other facet to missile manage ment plans. He said he and McElroy had agreed "that any new missile or related program hereafter originated will, when ever practicable be administered without regard to the separate services." It was learned last- week that the Pentagon was exploring the idea of appointing a separate manager for coordinating the dif ferent projects for development of an antimissile missile to counter the intercontinental ballistic mis sile. The Army and the Air Force both have their own projects in this field. I They also have separate and ; lustily promoted projects for the intermediate range ballistic mis sile. Eisenhower's critics weren't sat isfied either with his detailing of what had been done nor with his appointment of a special assistant tor science and technology. One of them wa Sen. Kefauver (D-Tenn) who said "what we need is not a personal presidential ad viser: we need a new cabinet lev- el officer, a secretary of science with the authority and money to get me joo done. There have been other assertions that the administration has cut its military budget, too closely, that more money is needed for re search and for defense. The President said: "It misses the whole point to say that we must now increase . our expendi tures of all kinds on military hardware and defense. . . . "Certainly, we need to feel i high sense of urgency. But this does not mean that we should mount our charger and try to ride off in all directions at once."
