Macmillan was replying to a cable from Japanese Prime Min ister Nobusuke Kishi asking Brit ish support for Japan's resolution in the U.N. Kishi and Prime Minister Nehru issued a joint call yesterday for suspension of nuclear test explo sions as a first step toward dis armament. Macmillan's message said: "An atmosphere of mutual con fidence can only be established by the knowledge that the gov ernments concerned have not only suspended their nuclear tests, but have also undertaken to halt the production of fissile material for weapons and to start reducing their armed forces and conven tional armaments under effective international control." The Nehru-Kishi communique was issued just before 'the Indian leader concluded a 10-day visit to Japan and took a plane for home Man Begins Sea Voyage NEW YORK ifr-A 38-year-old Parisian leather worker left here yesterday on a solo cruise to Halifax, N. a., in a ruDber me raft. The Frenchman. Jean Lacombe, made a solo voyage across the Atlantic last year in an 18-foot sloop. Fifty friends and onlookers cheered Lacombe when he sailed yesterday from the Sheepshead Bay Yacht Club, Brooklyn. His 15-foot Air Force raft car ries no food or water and has no engine. It is equipped with a mast and nylon sails. Lacombe said he wants to prove he can live on fish and small ani mal and plant life in the water during the 600-mile journey. The raft carries one oar. a ra dio receiver, leeboards to keep it from tipping over, fishins tackle and a canvas cover to protect La comb' from rollinc waies.
