Hum phrey (D-Minn) called on the Eis enhower administration today to "exercise its leadership rather than its lunss" in obtaining con gressional action on civil rights legislation. Humphrey, a supporter of Adlal E. Stevenson's bid for the Demo c r a 1 1 c presidential nomination, F. R. McKEEVER Klamath Falls UF Leaders Planning Annual Banquet P. R. McKeever, executive di rector of the United Funds of Mult nomah, Clackamas, and Washing ton counties in Oregon, will be principal speaker at the Klamath Falls United Fund annual meeting on Thursday, February 16, at 7 p.m., to be held in the Pine Grove Room at the Willard Hotel Mrs. Earl Sheridan, president, an nounced today. McKeever will speak on the sub ject, 'United Fund - Growing Up With A New Idea." With 20 years experience as a Community Chest and United Fund executive, McKeever came to Port land as UF executive director in 1953. He has worked in Cleveland, Duluth, Wilkes-Barre, Syracuse, Sacramento, Saginaw and Dayton. Ohio prior to joining the Portland United Fund. McKeever is a graduate of Kan-sas-Wesleyan University where he received his AB, the University of Kansas where he received his MA, J and Western Reserve University School of applied social science where he received his MS.C, Active in civic affairs, McKeev er is a member of the Portland Rotary Club, City Club of Port land, and the Portland Chamber of Commerce. He is also a mem : ber of the National Association' of . Social Workers and several com mittees of United Funds, Commu nity Chest and Councils of Amer ica, Inc. McKeever was recently appointed executive vice president of the Western Conference of United Funds, Community Chests and Councils o," America which will be held in Portland in April this year. The dinner cost is $1.50 per plate. For reservations please phone the United Fund office; Chipman Tells Of New Plant Chipman Chemical Company. The. will build a 2.4-D plant a. Portland, Oregon. The plant will adjoin their office and factory, lo cated at 62O0 Northwest St. Helens Road. Construction will begin im mediately. This announcement was made by .T. D. "Doc" Vertrees, Klamath Palls agent. He advised that the new plant is to be the first of its kind in the Pacific Norihwest. It wiil produce a complete line of 2.4-D and 5.4,5-T weed killers for consumer use, as well as 2,4-D acid and technical ester forms of 2.4-D and 2,4. 5-T, including the low vola tile esters. Vertrees stated that Chipman Chemical Company believes that its pew plant will answer a long felt and growing need for complete 2.4-D manufacturing facilities in the Northwest. This need results from the increasing use of 2.4-D and other hormone weed killers, particularly in the grain growing areas of the Northwest. The added facilities, he said, will place his company in a position to serve the farmers and other 2.4-D users to the best possible advantage. Chipman Chemical Company has been supplying agricultural pesti cides in the Northwest for over a quarter of a century. It has several other plants and offices; executive offices are at Bound Brook, New Jersey. struck back at the contention of Vice President Nixon in a New York speech Monday that the Democrats have proved them selves "helpless and futile" In this field. "I might remind the Republicans that during the 83rd Congress which they controlled a whole se ries of civil rights bills were Intro duced and I don't recall that a single one of them was ever brought up for action." i Humphrey joined Sen. Stennis j (D-MIss) in criticizing Nixon's ! statement that "a great Republl- can chief Justice, Earl Warren, has j ordered an end to racial segrega tion in the nation's schools." Hum- j phrey favors integration of white j and Negro pupils; Stennis opposes it. "I didn't know the Supreme Court was Republican or Demo-i cratlc," Humphrey said. "Vice President Nixon might do well to study the Constitution, as Presi dent Eisenhower evidently has done."
