There would be no reutrn to work until there is agreement on details of the so-called moratorium in the time study negotiations" as well as the other Issues, the IUE said. The government plan was pro posed Saturday by Federal Media' lion Director josenn f . r'mnegan who flew here from Washington to take charge of the talks. The formula provided that if time study differences were not resolved in the first 60-days of the 90-day pe riod, Finnegan would then "rec ommend that the parties volun tarily submit any unsettled queS' tions to fact-finding or other, ap propriate procedure." On the time-study issue, the IUE was insisting on specilic "ground rules" to forestall possible "fir' ings and wage cuts" as a result of the controversial studies. Manage ment contended it must have the undisputed right to study employes' work methods in order to reduce unnecessary labor costs. The union will not go back to work until it knows "the details of the moratorium, what Is fact finding, what is the outcome of fact-finding befoie signing any agreement."
