friendly to the United States on
the spot whenever possible.
The purpose presumably is to
try to demonstrate that lor coun

This strategy is one ot the prob

which Secretary of State Dulles
and other U.S. leaders must deal
in the months ahead.
Dulles late yesterday returned
to Washington from Pari For
four days he had conferred there
with leaders of the North Atlantic

fronts which, .he said, Russia's
rulers have opened In the Middle

Death Set
An investigation Into the acci-
dental shooting of a Shasta Valley,
California, hunter near the Oregon!
border Sunday has been launched
by the Cahlornia Department of :
Fish and Came. i
The victim, Edgar Goerlilr. 33-
year-old ranch worker, was shot in
the back on Stateline Road early
Sunday morning. He died two
hours later in Klamath Valley Hos
pital. .
Dr. George -H. Adler, Klamath
County coroner, said Harvey Tref
ry, 33, lumber worker, was hold
ing the gun that fatally wounded
Goerlitz. Dr. Adler explained that
his investigation showed that Goer-
liiz bumped into Trefry and the
shotgun accidentally discharged.
The wounded man was brought
to Klamath Falls in a Kaler ambulance.
Robert Lucas, California ganieJ
warden, said at Dorris Monday he
will make a report on the shoot
ing to District Attorney Floyd Mer
rill of Siskiyou County,
It will be uj) to the district at

has led the free nations of Europe
to feel "more than ever secure."
He did not explain why he thought
that was true, but the Paris meet
ing reaffirmed Western unity and
made plans for a more effective
West European radar warning net
work. Dulles had no comment on the
disclosure Saturday that the ad
ministration has developed a new
live-bllllon-dollar foreign aid pro
gram to present to Congress next
month for the year beginning July
1. He said he did not know what
the "final budget decisions were."
One reason for the increased for
eign aid undoubtedly is that the
8ovlet government, despite hopeful
hints at the summit conference in
July, now gives every evidence of
carrying on unrelentingly the cold
war.
The last few days brought a
further development of Russia's
plans and strategy along these
lines:
1. At Kabul, Afghanistan, Soviet
Premier Bulganin endorsed an At-
I ghanlstan demand that five mil
lion tribesmen In Western Pakis
tan be given an opportunity to set
up a new state. ,
That would take away almost
half of Western Pakistan's terri
: tory. Pakistan is an ally of the
I United States and a key nation In
the chain of alliances across South
east Asia and the Middle East.
3. Moscow finally agreed to ad
mit It countries to the United Na
tions, Including a dozen it had
vetoed when Nationalist China
vetoed Outer Mongolia. But the
Soviets vetoed all efforts to admit
Japan, an ally of the Urrited States
and an anchor of the American
defense system In the Western Pa.
clfic.
3. In the Middle East, the Soviets
condemned Israel for a raid ot
Syrian military positions a week
ago. The Soviet position was parti,
lei to that of soma Western Pov.
ers, Including Britain. But beyond
that It was. clearly part of a Rm.
slan policy of doing everything
possible to win the support ot the
Arab nations and to embarrass
Israel, long a friend of the United
States. . ,
