The Grange has. a membership of 850,000 in aT states. Its 89th an nual convention closes today. "American agriculture Is In a late of emergency," the report . aald. It added: . . "Neither 90 per cent, nor 75 per cent, nor 60 per cent price support levels provide any assurance against the buildup of surplus stocks of major export crops as long as government policies block the competitive sale of those crops on the world market. "As one branch of the govern ment Is sponsoring lower price supports and advocating curtail ment of production, another branch , of the government Is restricting ioreign sales and endorsing huge expenditures to expand the agri cultural output of foreign nations that once were out customers. "Those foreign nations are now competing wlta us and undersell ing us." Traffic accidents, one week to the day before the nation's 8-D day, marred 'the celebration In many areas. A United Press survey showed that holiday traffic accidents killed 131 persons. Nine others died In fires and 15 In miscellaneous mis haps for a total or 145. In Michigan, which led all states with 20 traffic deaths, five persons died In one two-car crash and four in another.. At Mesqulte, Tex., a 15-year-old boy was killed when a piano he was helping to move fell on him. President Eisenhower set the theme for the nation's observance. U. 8.' troops around the world may not have had the children, Soviets Claim Spy Captured MOSCOW (R--The Soviet State Security Committee announced to day a Russian allegedly trained as a spy In West Oermanv had surrendered under the amnesty net and was sentenced to five years In exile. The government newspaper Iz vestia identified the man as Adam Mefodyevich Novikov. 30. It said he was taken to Germany by the Nails to work In 1942, came un- dc the Influence of anti-Soviet pronaganda and refused to return to the Soviet Union after thn war. Izvestia said he was sent to Mo rocco as a displaced nerson and was drawn Into an anti-Soviet or ganization which turned him over to a foreign intelligence service in West Germany. After takin espi onage training, the account con tinued, he was dropped by para chule into White Russia. The newspaper said Novikov sur rendered under the amnesty act of Sept. 17 and turned over "radio equipment, weapons and false doc uments he had been given by the intelligence service.
