Soviet Foreign Minister Vynches lav.M. Molotov came under heavy criticism at the Big Four f-relirii ministers conference on the chaise his proposals would "deceive the hopes of the world." U.S. Secretary of State John Fost er Dulles told the Russian diplo mat his attempt to push through a security pact while delaying any effort to achieve Germun reunifi cation violated the directives the summit conference laid down three months ago. Foreign Minister Antolne Pinny of France protested that Molotov's MM-itrny pact continues to be aimed at the dilution of NATO, the At 3.U1 tic defense alliance. "The French government will not gamble with security, or do deals about It," Pinny declared. I Despite 7 'a hours of debate In three seasons since Thursday, Rus sia and the West have made no dent in Europe's status quo: Ru.ssia will not roll back from the Elbe line the cold war front in mid-Germany for 10 years. The West will not bargain on the t ismantling of the Atlantic alliance, in which more than 400.000 U.S. troops and airmen are committed overseas. Russia will not risk a unifying German election that could put anti-Communists in control of that powerful nation of 70 million. The West wi.ll make no deal Ior German reunification that would concede in advance the military neutralization of all Germany, it has two-thirds of Germany arming in NATO now. Molotov's security pact was first rebuffed at Uic Berlin conlcrcnce DO months ago. It calls for the destruction of NATO within three years, bypass ing of German reunification, recall of American forces from this con tinent, and allowing Red China to become an official observer in European political and military or ganizations.
