President Kisenhower's illness is one of the events which throw a long shadow over this meeting. De spite his improvement, some dip lomats think the uncertainty about his political future will make the Soviet government more cautious and suspicious In dealing with the United States than the Russians were at the summit conference in ftilv. , Another Important event is 79-year-old West German Chancellor Konrad Adenauer's siege of bron chial pneumonia. From the West's point of view, Adenauer is perhaps the single most essential man in European politics today. In another area, troubles In the Middle East including Russia's bid for influence with the Arabs and the anti-French uprisings in North Africa have upset prospects for world peace despite the friend lier East-West relations in Europe. With Egypt arranging to get Communist arms from Czechoslo vakia, the developing Arab-Israel arms race Is a good bet to become a Geneva issue. 1 The North African crisis has sapped French strength from Eu rope and diverted attention from the East-West issue at en impor tant moment. Now the French are faced with another diversion in the heart of Europe. The 2-to-l rejection by voters of the Saar Sunday of a French Geruan plan to "Europeani&o" the nch valley has created a poten tially grave threat to future har mony between Paris and the West German government at Bonn. Basically, Western exports be lieve Russia wants to relax the West's political unity and military strength rather than to produce a permanent settlement now. Particularly with respect to Ger many, the Soviets may be playing for time. They may believe that West Germany's adherence to the North Atlantic Alliance and the new Western European Union is not unshakeable but rather depends on the strong leadership so long exerted by Adenauer. . Western officials, believe Ade nauer's policies have a sound basis of popular support in West Germany and will prevail after his retirement c death. Yet whpt, will happen in Ger many when Adenauer passes from the scene is uncertain. A period of political conflict would seem to be inevitable. Benson Expected To Reply To Walter Reuther Charges WASHINGTON (UP) Insiders will be listening for Agriculture Secretary Ezra T. Benson's Moore head, Minn., speech this week for a tip on Republican plans for dealing with organized labor In next year's presidential campaign. Benson is scheduled to speak before a farm audience Friday evening. His last previous speech on farm prices aroused CIO Presi dent Walter Reuther to sharp re ply. That speech was given Sept. 20 in New Orleans before the Farm Equipment Institute. Benson did not place all the blame for the high price .of farm equipment on union labor wage gains. But he squarely placed some of the blame there. Reuther challenged Instantly in viting Benson to join him in urging congressional investigation of wages, prices and profits in the steel, automobile and farm equip ment industries. Meantime, the word in Washington was that Ben son had not cleared his speech with pie White House where some of the staff was represented as up set by the secretary's potshot at union leadership. But ome of Benson's advisers were unimpressed. They have urged the secretary to stick to the theme that some of labor's gains have been unwarranted and unfair to both the farmer and the con sumer. That is a delicate and po litically explosive proposition, Benson stated it at New Orleans, with special reference to farm , SOB STORY DETROIT Iffl A nervous robber apologized to taxicab driver Ed ward Grzynowicz for taking his wrist watch and 8 in cash yes terday. Senate Republicans were shown this week to be distrlbutine an at tack on unidentified labor leaders on charges-of using "violence and coercion'- in a conspiracy to con Irol the 1950 election. Reuther was not named but he obviously was among tnose in the mind of Chair man Barry Goldwater (Ariz) of the Republican Senatorial Cam paign committee, who prepared tne report. Goldwater's summation said un ion lenders were making progress in a drive to control the Demo cratic Party. He complained that the political per head tax levied by unions on members to help Democratic candidates drew from Republican and Democrats alike The Republican Senate paper as sailed both the CIO and AFb. It amounted to admission by its sponsors that much of the nation's leadership was lost, at best and at worst, was a powerful enemy. Peron Charged With Torture BUENOS AIRES,' Argentina MV Juan D. Peron, Argentina's ousted dictator, stood accused today of ordering the torture of political prisoners during his regime. A former prisoner. Dr. Alfonso Nunez Malnero, has lold an Ar gentine court both Peron and Mi guel Vignola. main Peronisla judge for investigations, were .responsible for Nunez Malnero's arrest and torture. He said he had heard persons tortured on the third floor of the Central Police Station. He said the victims declared that Peron per sonally ordered the tortures. Nunez Malnero demanded that Peron be extradited from Para guay, where he is an exile interned by the government for political statements, and be tried by Ar gentina on criminal charges. An investigating commission is robing methods used by the Peron regime against political prisoners. The commission is composed of three army majors who were im prisoned for four years themselves for alleged participation in an un successful revolt against Peron on Sept. 25, 1951. Stennis (D-Miss) said to day he thinks there is a good chance thai a "dark horse" may win the Democratic presidential nomination next year. This comment to a reporter re flected a belief among many Dem ocrats, particularly in the South. that the nomination may well go to someone other than "the three now considered the strongest can didates. ' These three are Adlal E; Steven son, 1P52 nominee, Oov, Averellj Hairimau of New York and Sen. Estes Kefauver of Tennessee. Sen. Richard B. Russell (D-OaV Mr. Southern Democrat in the Sen-1 ate, suggested to reporters Tues- day that Gov. Frank J. Lausche of Ohio was one "dark horse" pos-l sibility. He denied that he was! launching- a boom for Lausche or that he was ready yet to throw his support to any candidate. Russell did say that Lausche is regarded in the South as a "middle of the roader" whereas other can didates are viewed as "a little far to the left." he also said he thinki Lausche would be a "very strong candidate'' if nominated. "Naturally, I would prefer a middle of the road candidate," he said, -.-.' Stennis declined to comment on Lausche or oilier potential Demo cratic standard bearers but said be believes "that there is a good chance for a dark horse." Russell reiterated his belief that Stevenson now looks like the most likely winner of the Democratic nomination. He also repeated that he has no intention of seeking the nomination himself as he did in 1952, when he was backed by al most solid support from the jomh. Seme Southern scnatnrs, and some Democrats outside of the South, would like to support Sen ate Democratic Leader lyndon B. Johnson if he is not ruled out be cause of his health. Johnson suf fered a heart attack July 2.
