South ern governors were ready today to make the first move toward a cooperative Soutliwlde program designed to promote a vast new scientific and Industrial develop ment In Dixie. Southern hopes are for 30 per cent of the nation's manufacturing facilities in another 10 years and a program aimed In that direction Is being pushed by the Southern Governors Conference under the direction of the Southern Assn. of Science and Industry, Inc. Gov. Orval E. Faubus of Arkan sas urged his colleagues near the close of the conference to make the first unified effort toward reg ional cooperation by Initiating: 1. "A study of industries which have grown rapidly in the South since World War II. 3. A regional conference on mar ket research. ' "It Is believed that the success ful attainment of these limited objectives during the coming year will serve as a starling point for a more extensive cooperative pro gram in the years ahead," Faubus said. Dr. Frank J. Soday, president of the Southern Assn. of Science and Industry. Inc.. told the gov ernors at their windup session that the South's Industrial output since 1939 has Increased from 11 billions to nearly 00 billion dollars. "To illustrate the rapidity with which the South is building its manufacturing potential," he said, "the Gull South area, which in cludes Texas, Louisiana, Missis sippi. Alabama and northwest Florida, has accounted for one sixth of all the industrial construc tion in the United. States during the past 10 years." Referring to the South's antici pated achievement in the next decade, he said: ' "It will be necessary to build approximately three plants per day during this period, or a total of 10,000 plants In 10 years. Each state on an average will add 700 plants to its industrial potential by 1965." The big "pot of gold" for the South, he said, is In chemicals. "The South is betting on chemi cals in a big way," he said. "Some 710 millions In new chemical plants were completed during 1654, and another 780 million are on the way. The South has one third of the nation's chemical Industry and It Is expected that this will in crease to one half within the next 10 years." On the political side, Alabama's Gov. Janus E. Foljom told re porters last nizht that "segregation is r.o Hsue .dowa South as far us 4 T can see," and that he Is doing all j he can to register Negroes to vote ' in Alabama.
