Si THUKSDAY, OCTOBER 6, 1955 HERALD AND NEWS. KLAMATH FALLS OREGON FAGE THREE f 13 OLDTIMERS of Klamath County pose for camera. At left, Con O'Connell of Bly came to the United States from Ireland about 60 years ago and has spent most of those years in Klamath County. At right, Frank Grey of Bonanza, who came to Klam ath County from Susariville in 1925, will observe his 79th birthday anniversary on November 14. Wood River Cattle Moved FORT KLAMATH The annual fall shipment of whlteface Hereford cattle from the Wood River Valley pastures is In full swing, with cat tle trucks rolling in and out of Fort Klamath by day and night. Most of the stock is consigned by truck directly to the destina tion, but some cattlemen still pre fer to drive their cattle to Chilo quln for shipment by rail. Top price for prime grass fed steers this fall Is reported to be 18 ceiti per pound on the hoof ?nd buyers appear to be indiffer ent to purchasing grass fed stock even at this price. As' a result, several cattlemen are shipping stock to feed lots for grain feed ing in order to command a higher p;lce in the markets. Ranchers fortunate enough to have contract ed for their stock last spring are reported to be receiving 20 cents a pound on the hoof, but the open market Is slow. Despite the unusually cold, dry season this year, stock has thrived on the grass pastures of tile Wood River Valley, although ranch hands were kept busy ir rigating the land because of the lack of rainfall. Writer Describes Increase Of Institution Expenses By PAl'L W. HARVEY JR. SALEM i.fi It's costing more than three times as much to take care of each Inmate in Oregon's largest institutions than It did 10 years ago. Nobody seems to mind, because the inmates get much better care and treatment. It was only a decade ago that the Board of Control, mindful that the institutions were far behind the tlif es, decided to start a vast pro gram of new buildings and other improvements. At that. time, it cost only S23.M a month to take care of a patient at the Oregon State Hospital, and $29 for each convict at the prison. Hie cost today is $87 a month at tiie hospitals, and $97 at the penitentiary. The increase was caused partly by higher living costs. But most of It is the result of more extensive use of drugs, better foods, higher salaries for employes, and Im proved treatment. This long-range building program Isn't near compleuon yet. Two of Us most important projects the new state hospital in the Portland area and tlie new reformatory won't be started until next year. But there has been enough build ing so that the institutions are greatly improved over their status at the c!w of World War II. An important milestone will be reached next month when the new wing at the state hospital is opened. Costing $1,500,000, It will house 677 patients. It won't relieve the institution's overcrowding very much. But It will get a lot of patients into mod em quarters. The new wing Is completed, and Is awaiting acceptance from the contractor. Hospital doctors think It's the finest building of its kind anywhere. At the same time, the hospital will get a modern kitchen at a cost ol $400,000. This will mean a big Improvement In food service (or the patients. The new cell block at the prison Is half finished. When it Is opened next summer, the penitentiary can tear down the last of the old cell blocks that were built 80 years ago. Gov. Paul Patterson doesn't like it when the police are criticized. As commander of the Oregon Bute Police, he rises quickly to the defense of the officers of the law. The governor was talking the other day about his belief that the public has little respect for police and other law enforcement of ficers. "The reason for that," he said, "Is that we see comic strips, mov ies and stories about crooked cops, and about Cops would beat confessions out of people. Theu we see stories about dumb cops, and about cops who take bribes. "Children should be taught that police are protectors of the public, instead of public enemies. "In all my experience, I never have seen a policeman like those depicted in the funny papers, in mystery stories and in some tel vlsicn plays." The governor added that when ever a person reads about the wrong kind of cop. he Immediately thinks all policemen are like that officer. He told about his Utile grand daughter who was afraid to ride in the governor's state car because a state policeman was driving. He cojxed her In. Her fears were allayed when the officer started talking about his own little daughter. Coon Reception Planned Tonight 1 An Informal reception, open to the public, will be held tonight at the Winema Hotel honoring Con gressman and Mrs. Sam Coon.
