Prison Board Seeks Policy PORTLAND to The state Board of Control was asked by the Oregon Prison Asm. Monday for a statement of policy on transfer of prisoners to out-of-state peniten tiaries. The request was made as a . re sult of the recent transfer of Don ald "Punchy" Bailey from the state prison at Salem to Alcatras. . Bailey, described by Warden Clarence Gladden as a. trouble maker, was moved, to the Califor nia institution under a new law authorizing the Board of Control to board convicts at other prisons. Directors of the prison associa tion, a private organization, ap proved a resolution stating that the association wants to be repre sented at any hearing on this or other such transfers and that it wants to know what the procedures for such transfers are to be. The Rev. Rene Bozarth, Gresh am. president of the association, said such transfers might deprive a prisoner of usual privileges visits by relatives and parole board reviews and also that it might cost Oregon taxpayers an excessive amount to maintain con victs at other prisons.. IB Harvey John Collins, 29, a convicted mur derer who broke out of the Pierce County Jail with six other Inmates Sunday, gave himself uo last night to Sheriff Harold Bird. The capture of Collins left only three of the seven escapees still at large. Three were taken into custody yesterday. Collins was convicted of the Samurai sword slaying of a Teco-I ma motel operator last March. Police said he also admitted slay ing' two other persons, including Mrs. Edna Iona Hall on the Ft.
