Magnuson said today the chairman of the Federal Power Commission should have disquali fied himself from the decision to let a private utility develop pow er in Hells Canyon. The Washington Democrat, said Chairman Jerome Kuykendall should have done so because of his relationship with Gov. Arthur B. Langlie o( Washington. Langlie is an opponent of devel opment of Hells Canyon power by the government and reponedly sponsored Kuykendall for the FPC post. In an interview with Rural Elec trification Magazine, Magnuson al to said be believed the FPC membership was stacked against, the Idaho Power -Co. to develop the power resources of Hells Can yen lons the Snake River on the Idaho-Oic;ton border.
