OREGON PAGS SEVBN Government Leaders Seek Relief For Flood States RUTH MARTIN Is the Mount Shasta candidate in the con test for Queen of the Weed Italian Carnivale. By the first of this week she had rounded up 800 votes. The daughter of Dr. and Mrs. F. W. Martin, she is a student at Mount Shasta High School. Contestants have until Sep tember 10 to collect votes. WASHINGTON (.ft The adminis tration checked its available re sources and conferred with con gressional leaders today as it sought to provide 80 to 100 million dollars tor flood relief without a special session of Congress. Sturgis Jr., chief of Army Engineers, announced early today he has ordered imme diate mobilization of military and civilian engineering and construc tion personnel to remove debris, health and safety hazards and to restore public facilities tempo rarily. ' Forty-eight engineering officers headed northward from Ft. Bel voir. Va., and others were called from eastern, central and southern states to supplement field parties already at work in the New Eng. land area. In addition to the engineers, yes. terday's White House conference Included representatives of civil defense, the Budget Bureau, the 1 Commerce Department, housing agencies, the Justice Department, the Office of Defense Mobilization and the Small Business Adminis tration. Peterson said that aside from the enguieers, more lime will be required to determine what help tile other agencies can give. The White House said Eisenhow er talked yesterday with some leaders of Congress to get their opinions and let them know what was being planned. There was a general fee)ing that agencies might be able to use funds already appropriated, with the understanding Congress might replace them as needed with sup plemental appropriations next year. Peterson said $11. 600.000 now Is available and Chairman Hayden (D-Arizl of the Senate Appropria tions Committee said another 10 million dollars could be obtained immediately by presidential trans fer of funds of other agencies. Because of this and what he said Is broad presidential authority to direct all federal agencies to make available materials, supplies and help to flood victims. Hayden said he doesn't believe a special ses sion is necessary. Sen. Lyndon B. Johnson of Tex as, the Democratic leader, said in a statement that "of course every one will cooperate to bring relief to flood-stricken areas." He said the President has "considerable authority to act now." adding: "That is what Congress would approve his doing." Director Arthur S. Fleinming said CDM has available 900 million dollars of a revolving fund for defense mobilization, and is study ing wnether part of this might be used for loans or guarantee of loans in rehabilitating facilities which produce defense items. The possibility of rapid tax amortization and preferential award of defense contracts to aia the stricken areas also is being considered, ha said. Hie SBA prepared to establish emergency loan offices In the areas, and housing officials said a temporary Federal Housing Ad ministration office Is expected to be established at Waterbury, Conn. Foreign Mission Report Heard WEED A report by the chair man of foreign missions, Mrs. Herbert Hanson, was given at the August 16 meeting of the Womens Missionaiy Society of the Weed Community Church.
