Bridges' statement was an obvi- Allies Agree To Maintain Big Armies Bv .IOHV M. 1IIGHTOWER WASHINGTON, ifi America's European allies have agreed that the Western bloo must maintain Jis military power at the high level if the United States, Britain and France are to conduct further ef fective peace talks with the Russians. Officials reported today that since the summit conference at Geneva last month there have been several exchanges of views in the Nortft Atlantic Treaty Council at Paris. The 15 member govern ments are agreed, they said, that there is no evidence yet on the part of the Communists that would justi fy any changes in the scheduled Western defense buildup. The Soviet government an nounced Friday night that it had decided to reduce Russian armed forces by 640,000 men by Dec. 15. The United States, Britain and France Ri'e exoected to confer early this week on the Soviet move. Over the weekend they wel comed it as a step in the direction of reducing armaments but they were frankly suspicious of whether the Eoviets would make the full cut and just what Russian inten tions were. Barring some surprise move that would drastically alter Western thinking. They seem certain to go into the foreign ministers confer ence with Russia at Geneva Oct. 27 in as strong a position as they held during the top-level talks last month. But diplomatic experts are' be coming increasingly uncertain how long this will be true. They expect Russia to make a big play in coming months for public opinion pressure to force cuts in Western arms expenditures and troop levies. Their gestures cost them liiOe and their promises cannot be ch-cked. Sen. Bennett (R-Utah com mented the Russian move "might have more meaning if we knew what percentage of total Russian m'Utar;' manpower it represents." Sen. O'Mahoney (R-Wjol said 11 should be viewed with ''greatest caution." Sen. It noted lack of action at the re cent session on Eisenhower re quests for highway, school con struction, health, atomic "peace ship" and other legislation. "The delaying Democrats who are in control of the legislative committees of the Congress have postponed action on the President's proposals for meeting many of tne nation's basic needs," the GOP statement said, adding: "The Democrats seem to be guided by politics rather than by the need of the nation," Prom the Democratic side. Sen ate Leader Lyndon IS. Johnson came out with a statement say ing, "The country would be better served if the Republicans would take their eyes off the next elec tion long enough to produce more than 29 votes for the highways (In' a House vote I and to permit sober realistic consideration ot school aid, health, immigration and other issues that remain be fore this Congress." He said the session itself was "remarkably free of rancor and petty politics," and expressed re gret that since adjournment some Republicans "appear to have caught election year lever in advance." Russians Near End Of US Tour ' CHICAGO tfl The Soviet farm delegation today began its last week of its extensive tour of U.S. farming. The wandering Russian farm bosses will be back in Wash ington a week from today, pre paiing for a planned two weeks visit to Camda. The Russians left for East Lan sing, Mich., by plane today to spend part of the day seeing the exposition at Michigan State Col lege on the centennial of farm mechanization. They will return to Chicago in the late afternoon and will hold a news conierence in the early evening.
