Masson, chief upland game biologist for Hi; Oregon Came Commission. According to Masson's report, a total of 36.909 pheasants was re leased from state game farms in 1954. This total includes 18,188 pheas ants reared at the E. E. Wilson game management area near Cor vallis for western Oregon counties and 18,121 pheasants reared at the Ontario and Hermiston' go the' farms for eastern Oregon counties. Liberations were started on March 3 and terminated on No vember 4. Some of the Communist-supported candidates were de feated, for the first time since Hun gary came under Red domination in 1948. There Is no recogniset' opnosltion !n Hungary, and consequently there were no opposition candidates in the elections for local councils. But a new election law gave the voter at least the possibility of not elect ine the sole nominees. The new law required that each Individual candidate hod to get at least half the votes cast in his dis trict. This year out of a total vote of aver six million, 111.295 "no" end another 21.644 "ir.vallji" bal lots were counted 2.1 per cent of the total. The negative and invalid votes In the 1949 election came to 4.5 per cent of the total, but they barred no one from office. This time the 2.1 per cent meant a de feat for 586 of the total 104,596 candidates. Candidates only one for each position were appointed before the voting at mass meetings. There is a tremenccus psycho logical effect on the voter of beinft confronted with a single ticket or a single candidate. The ballot pro vides no space for write-in choices. To vole "yes" one has only to fo)d the ballot and drop it Into the box. To vote agaurst a candi datewithout having the choice of anyone else to vote for it is neces sary to go into a booth with your own pencil and cross cut the can didate's name on the ballot. Thus the defeat of 58b candidates Is greater than dull figures would indicate.
