retary has the power to do this."
The ASC commented: "We arc
still very perturbed that the sec
retary of the Navy should over-1
rule after less than 24 hours con- j
mderation, a decision in which the
Eastern Industrial Review Board '
had labored for about a year." j

during the past year has been
aimed primarily at lulling West
EuroDean countries into relaxation
and thereby blocking the rearma
ment of West Germany,
2. The reasonable certainty that,
despite Russia's effots. both
France and Germany will ratify
the pending agreements under
which West Germany would be
rrined and made a member of
the North Atlantic Trtaty Organ-

Meanwhile, of course, the Krem

son to carry on, but developments
m the last two days suggest this
is not necessarily so.
Yesterday, for example, Russia
formally warned France that rati
fication of the German treaties will
annul a French-Russian mutual
assistance treaty signed in 1944.
