ARROWSMITH WASHINGTON to - President Eisenhower told the American Le gion today that creation ol a mighty military reserve as a bul- ric against communism will be " No. 1 item" on his 1954' legisla tive program. "We have tailed miserably to mouuain mat strong, ready mili tary reserve in which we have be lieved for 150 years," the Presi dent declared in a speech prepared for delivery at the legion's annual convention. "Now, at long last, we must build such a reserve. And we must maintain it. wishful thinking and political timidity must no longer oar a program so absolutely es sential to our defense." Then he said: "Establishment of an adequate reserve an objective for which the American Legion and other pa triotic organizations have vainly fought for a generation will be No, 1 item submitted to the Con gress next year." In his speech to fellow legion naires, many of whom served un der him as supreme commander In Europe during World War n, the chief executive promised: "This reserve will not unfairly burden men who have already served. This administration will see to that." The President said that for a century and a half the United States has prided Itself "on its re fusal to maintain large standing military forces. j "We have relied, Instead, upon the civilian soldier. But we have done so without being fair either to the private citizen or to the se curity of the nation." He went into no detail about the nature of the military reserve he wants to build. The White House said t the time the program Hannah set forth as a plan to thwart any Soviet aggression was under con sideration by the National Security Council but that no final decision had been reached on whether to submit it to Congress in that form. Eisenhower interrupted his Col orado vacation for 24 hours to fly back to Washington to address the legion. In his address he also gave France another prod in the hope of winning ratification of the Europe an army project by that nation. Without mentioning that country by name, he said progress on the six-nation project "has not fulfilled our hopes." He also declared that in the struggle for free world se curity and peace, "neither the ups nor downs Justify any slackening of our efforts." Dealing with the European situ ation and collective security gen erally, he said: "The safely of any single nation In the free world depends directly on the substantial unity of all the nations In the free world. No nation outside the Iron Curtain can afford to be indifferent to the fate of any other nation devoted to freedom. "If each, ignoring all others, pur sues only its own course toward its own ends, the Communists have unlimited opportunity to turn the full force of their power upon any selected victim. Each, beginning with the weakest and most exposed might then succumb in turn, until the strongest of all ourselves would be left alone to face a hostile vorld. "The final result would be fear ful to contemplate. We will never permit it to happen." He said that because of the strength and the wealth of the United States, it has Imposed upon it a heavy share of the whole bur den of free world security. Then, turning to how the United States measures up to the task, he painted this bright picture: "Today the United States has the most powerful and the most effi cient fighting force It has ever maintained short of all-out war. It is a world leader in nuclear propulsion. "We have our strongest peace time Army, equipped with modern weapons, trained under modern doctrine. It is capable of carry ing out its assignments in the mod ern world. "We have a Marine Corps, tough and strong, rightly proud of its esprit and readiness. "All this power is supported by developing intelligence and warn ing systems of constantly increas ing effectiveness and scope." He opened his address with a statement that "clear recognition of several important truths" is basic to an analysis of the world situation. He listed those truths as: 1. The Communist dictatorship "ruthless, strong and Insatiable Is determined to establish Its sway over all the world." ' . 2. The same dictatorship "is adroit in Its selection and use oi every Imaginable weapon to achieve its ends."
