Pierre MendesF ranee's Cab inet has made no progress toward finding the compromise solution the Premier promised. Soon after he took office. Men des-France appointed two of his ministers to work out a formula which might "be acceptable to a large majority of the Assembly. They were Pierre Koenig. defense minister, and Maurice Bourges Maunoury. " minister of industry , and commerce. Koenig is against the European Army, Bourges Maunoury favors it. The two ministers quickly found there was no way of reconciling their Views, and their meetings htve been mostly a matter of form. This inability to reach a comprom ise is certain to be the basis for their report to the Premier. Mendes-France is believed to be working on a timetable which calls foi the scheduled Brussels meet in? of the six foreign ministers of EDC nations, the latter part of next week, and Assembly debate during the week of Aug. 22. That siiculd permit Parliament to start im vacation by Sept. 1. Other nations in EDC led by j Vest Germany, Belgium and the j Netherlands originally asked that ; the Brussels meeting be held in i July. Mendes-France said he was I too busy then with the Geneva ! talks on Indochina. j The other nations have impressed i on the French premier that they are not disposed to reopen negotia tions on the EDC treaty, and that any changes in it will have to be made after ratification. The Prem ier is believed to be reconciled to this point of view. West Germany, Luxembourg, the Netherlands and Belgium have rati fied the EDC treaty; Italy and France have not. President Tito's Communist re gime has been trying, principally through education and propaganda, to stamp out the practice, but it is slow business. The difficulty was pointed up re cently in a report from the district of Orahovac in the southern Yugo slav province of Kosmet. Young girls still are being sold to hus bands there for as much as 300.000 dinars (S1.0O0I. Even worse, said the report, greedy fathers are sell ing their daughters to old men who can pay the highest prices. Bride selling is a custom of Moslem Sciptars (Albanians), a custom as old as the opposite prac tice of a girl taking a dowry to her husband. To this day many young Sciptars leave their native villages to find jobs in more re warding areas. Oiten they even go abroad. They live frugally, save their money and then go home to buy a local girl as a wife. The report on the present situa tion said that in recent months fathers in the district sold 45 girls to husbands and that 361 girls under 14 had been unlawfully pledged to potential buyers (en gaged). But there are some good signs too. said the report. Thirty girls recently sought protection of the law because they did not want to marry old men. Dairy Plant Rules Adopted New rules and regulations gov the camtarv oDeration of products plants have been . ? h ,h nreiron state De- uuuuu u; pariment of Agriculture and be come effective August 1. These are authorized in the 1953 dairy products plant act which brought all matters relating to manufactur ing dairv products under a single code. They replace five previous department orders. Other subjects covered in the reEUlations include building and equipment construction and sani tation; cooling, packaging and stor age; personnel health and cleanli ness; weighing, sampling and test ing of milk and cream; milk and cream grading, including equip ment. Drocedure and grades; pas teurization methods and equipment and thermometer cnarts ana ex amination ot applicants ior dairy operator licenses. These regulations should not be confused with another new set ot rules which cover fluid milk. Both sets were the subject ot a recent oublic hearing in Salem. The new- regulations on fluid milk will be lelcased within a lew days. New Poison Ivy Lotion Tested CINCINNATI iff. A new lotion to stop itching from poison ivy in a few hours is being tested with good results at the University of Cincinnati College of Medicine. Dr. Leon Goldman, head of the dermatology department, said based on experiments even severe cases can be cleared up within a few days instead of the two weeks generally needed. Treatment, however, should be gin s soon as possible after con tact for quick; results, he told a newsman.
