OREGON THURSDAY, JULY 29. 1954 Ike Backs Shivers For Texas Post WASHINGTON Wl President Eisenhower appears to have in vited a test of his political popu laritv in Texas that could rever berate in the fall campaign for control of Congress. The President's unusual action yesterday in endorsing Gov. Allan Shivers, Texas Democrat who is bidding for a renomtnatlon that is normally equivalent to re-election, may make Shivers' connection with the President one of the chief Issues in an Aug. 28 runoff primary. ' Texas Democrats In Washington who asked not to be named dis agreed about the possible effect of Eisenhower's news conference statement that Shivers has made a Kood governor. Some thought it might rebound to the benefit of Ralph Yarborough of Austin. Yarborough ran 33.852 votes behind Shivers In the first primary last Saturday. Because of votes for other candidates, neither major rival polled a majority, so a runoff is necessary. Other Texans said they believe Eisenhower is Just as popular in their state as he was when he carried it by 133,000 votes in 1952 and that his public praise will help Shivers. Shivers, who backed Elsenhower In the 1952 presidential race and has maintained close relations with the President, has been under fire in Texas in connection with a per sonal land deal and an investiga tion of Insurance companies. Texas generally said these mat tersplus the action of former Vice President John Garner In criticizing a third elective term bid may have been more compel ling than any issue of party regu larity in Shivers' slide from the 2-1 vote margin he rolled up over Yarborough In 1952. Yarborough had support this year of most Democrats who call themselves liberals. Although Elsenhower disclaimed Republican party interest In the outcome of the shivers-Yarborough runoff, he said he likes and ad' mire Shivers, thinks he has been a good governor and was pleased that Shivers bad supported him In 1952. Eisenhower said he was Interest ed because he was born In Texas. But veteran politicians said they couldn't remember a modern par allel In which a president of one party so openly stuck a political finger into another party's prima ry contest. The Canadian Foreign Office an nounced last night Prime Minister Louis St. Laurent's government had accepted the Geneva confer ence's request that it serve on the commission. Canada was the last of the trio to agree. India, chairman of the commis sion, announced earlier this week she had invited Poland and Can ada to send representatives to New Delhi to make preliminary arrangements for the group. Frank Hayburst shot a bush rabbit at Oak River, Manitoba and when he reached if the body was inside a tin can. But the rabbit's legs were free. Police Seek Indictment ot.ipvkland Wl Cuyahoga County law officers today planned .un to decide their next step in the case of the brutal slaying of a Bay Village socialite. Since July i. when 31-year-old Marilyn Sheppard was found dead In her blood-soaked bed, police have been unable to come up with enough evidence to charge anyone with the crime. But today, the chief law enforcement officials of Cleveland and the swank suburb have a meeting scheduled with County Prosecutor Frank T. Cullltan. "We're going to decide whether present findings Justify an arrest," Cleveland Police Chief Prank W. Story said yesterday. He said it was his personal opinion they rtnn't However, final decision on the filing of charges rests with the prosecutor. The victim's husband, Dr. Sam uel Sheppard, prominent 30-year-old osteopath, has been undergoing most of the police questioning much of it bearing on his relation ship with a pretty laboratory tech nician who used to work with him In Bay View Hospital. The girl. Miss Susan Hayes, 24, who came here voluntarily from California to testify, yesterday was quoted by officials as saying she and the doctor carried on a romance earlier this year, and for some time past. Story said a session on "what was done, what was not done and what can be done," in the case was held in central police station. "We consolidated our thinking," Story said, but no new lnlormation was brought out. Cleveland police didn't take part in the original Investigation be cause the slaying was not in the city proper. They entered the case recently on invitation from the suburb's city council. So far, officers have failed to find the weapon with which Mrs. Sheppard was hacked to death in her beautiful lakefront home. Her husband testified at an inquest last week that he was awakened by her screams after a nip on a down stairs couch and ran Into her room. Eisenhower Lists Laws Not Passed WASHINGTON MV-Presldent El senhower yesterday listed six parts of his legislative program whose failure to pass this year he said would be more than bitterly dis appointing to him. Sicily Women Smuggle Salt TRAPANI, Sicily UPI Nervous women with flowing petticoats are carrying on a bizarre smuggling traffic here In western Sicily. Be neath their ample gowns they car ry packets of salt. Salt Is under state control, and subject to tax, on the Italian mainland. On Sicily, home of one of the world's biggest salt beds, it is uncontrolled and untaxed. And there's too much salt In Sicily. The beds of Trapani are piling up great surpluses because big customers such as Japan and India have found salt closer to home. The big customers now are fishermen, who buy thousands of tons to preserve their catches. A good fishing year can mean a salt year. Some of the biggest sales are made to Norwegian fisheries, but last year was a poor one for the Norwegians. The result: 3.000 Trapani workers fear they will lose their Jobs. Trapani keeps on producing its salt at the rate of 180,000 tons a year. The Sicilian women, with flowing petticoats, keep on buying it cheap to sell at higher prices on the mainland blackmarket.
