India Ifl Author itative sources said Britain sound ed out Prime Minister Nehru Tues day on India's willingness to serve on an International commission to supervise an Indochina cease-Urc. Source at the Geneva conference reported Monday that the French and the Communists had agreed on a commission made up of India, Canada and Poland. Though an Indian government spokesman declined to say whether Nehru and Middlcton took up the subject of Indian membership on the group, other authoritative sources said this was speoiflcally discussed. These sources said Nehru Indi cated India might find It difficult to provide sufficient qualified per sonnel for an armistice group, par ticularly If It Is to be broken up into separate groups for each of the three Indochlnese states. Re ports from Geneva have said such sn arrangement Is planned. Officially, however, India was awaiting formal action from Gen eva before commenting on her availability. The government spokesman said of the Nehru Mlddleton talk: "Whether India was Invited to serve on such a commission and whether India would accept if invit ed are subjects I cannot discuss until there Is some official action at Geneva." Ike Housing Bill Defeated WASHINGTON Wl The House Tuesday defeated a last-d itch drive, led by Democrats, to enact President Elsenhower's proposal for 140,000 government-built, low rent public housing units over the next four years. The role call vote was 234-156. Then on another roll call, the House passed the compromise bill by a 358-30 vote and sent It to the Senate. The showdown came on a motion by Rep. Spence (D-Ky) to restore the Eisenhower program of 35,000 public housing units a year to a compromise bill carrying out many of the President's other housing recommendations. Democrats denounced it a; "death blow" to public housing which actually would do nothing to relieve misery in slums. Spence predicted if Republicans defeated his motion, Democrats would be back In power in Congress for the next 20 years. Thornton lules On Suard Pay SALEM (l Employes of the state, counties, cities and other local governments must receive their full civilian pay while they are on active duty at annual sum mer training of the National Guard or armed lorces reserve camps, Atty. Oen. Robert Y. Thornton ruled Monday. The law, Thornton says, provides that these public employes shall be paid for a maximum of 14 days a year wnile they are at camp. The opinion was for MaJ. Gen. Thomas E. Rllea, adjutant gener al of Oregon, who said that the city of Salem tried to deduct Na tional Guard pay from the salary of a fireman while he was at camp. It did not say 'without loss of income' or 'without loss of pay other than an amount equal to compensation received by the of ficer or employe for military serv ice'." Si, Thornton ruled, when a pub lic employe goes to camp, he gets his full civilian pay plus his full military pay.
