He is the 79th man elected to the high post. Morse Blocks Picket Bill WASHINGTON Wl Sen. Morse (Ind-Ore) Tuesday blocked a bill to forbid picketing In the streets surrounding the White House. "I don't propose to be a party to police state methods in the United States," Morse said. He cast his own vote and the proxy vote of the absent Sen. Neelv (D-W. Va) at a public hear ing to provide the 2-1 margin by which a Senate District of Colum bia subcommittee shelved the measure. The out-voiced chairman, Sen. Reynolds (R-Neb), announced he would file a minority report on the action with the full district com mittee, which could revive the leg islation. Rep. Gentry (D-Texas), author of the House-passed bill, testified it had its beginning in what he termed "the disgusting and revolt ing spectacle" of a picket line that ringed the White House grounds last year in futile appeals for the condemned atomic spies, Julius and Ethel Rosenberg. The two spies finally were electrocuted. Segregation Dodge Sought JACKSON, Miss. W A state con stitutional amendment opening the door for abolishing public schools was recommended by Mississippi's committee seeking ways to dodge the U.S. Supreme Court decision outlawing racial segregation in public eduation. Hugh White said yesterday he would call the Legislature into special session early in September to consider the proposed amend ment to Mississippi's 64-year-old Constitution. It would authorize the Leglsla ture by a two-thirds vote to abolish public schools, statewide or on a local option basis, it necessary to maintain segregation. Members of Mississippi's Legal Education Advisory Committee de clared it would be used only as a last resort.' The amendment is viewed as a safeguard if' Negroes try to force school integration. It could be held over their heads as a threat co operate or lose your public schools. Private, segregated school with state aid could be set up under the amendment, which would wipe out the present constitutional re quirement that public schools be provided. The advisory committee said it would recommend that the Legis lature got started on a building program to improve Negro schools but only if the proposed constitu tional amendment were approved for protection.
