The reservoir would be located on the main canal. The bill, by Sen. Cordon (B-Ore), also would grant congressional ap proval of an amended contract ex tending the time for the district to repay federal irrigation costs. Building Halted By Court Order PORTLAND W A court action holding up start on a sanitary sewer in one area of Southwest Portland will also hold up any more residential construction in that area. The City Council approved a Health Bureau recommendation to stop building until the sewer ts completed because the clay soil makes use of septic tanks unsani tary. The affected area covers 8000 acres. Holders of big tracts in the district, which a few years ago was farm land, have attacked the sewer assessment as confiscatory.
