Traffic Fine Faces Motorist CHICAGO Iff Somebody tagged a parking ticket on Mayor Martin Kennelly's car, and a Judge threat ened motorist Jack Keisman with a S100 fine if it turns out be did it. Policeman Edward Maher testi fied in Traffic Court yesterday a ticket he put on Kelsman's auto Jan. 33 later turned up on the windshield of the mayor's limou sine. Maher said the mayor's po lice chauffeur told him he saw a man make the switch on the street outside City Hall. Keisman was charged with falling to pay the parking fine or answer a court summons. But Keisman. M, a clothing man ufuclurer. said he never saw the ticket and did not make the snitch. Judge Joseph J. Butler, who Con tinued the case to July 28. said If Keisman is guilty "I will fine him $100. It shows disrespect for the law." This gave the former University of Maryland president 77 unit vole the number necessary for nomina tion under Maryland's county unit system, similar to the electoral col lege in presidential elections. George P. Mahoney. Baltimore paving contractor, had 88, with seven still in doubt. The race was so close In several counties that only the official can vass can determine the winner for certain. It also was likely there would be a demand for recounts. The popular vote, which governs only if the unit count ends In 18-76 lie, stood at 155,433 for Byrd and 153,937 for Mahoney w ith 1.390 of the state s 1,338 polling places reported. Dr. Byrd was running for his first elective office after 18 years as president of the university. The battle for the Democratic nomination overshadowed all other counting of the Maryland primary, which saw Republican Theodore R.
