The Constitution Revision Com mittee, appointed Jointly by Uie Legislature and the governor, spilt down llio middle on whether a con vention should be held. Thai's going to make It very hard lor Uie governor lo convince the Leglslslure, which meets here next Junusry, thai a convention Is the answor. Hie committee voled 7 to 6 for a convention, with three members absent. In his message to the IBM Legis lature, Pnlterson msde the consti tutional convention his No. 1 re quest. He asked that the Legisla ture submit a proposal 10 the peo ple to have a convention. The Legislature balked. Instead, It provided lor the present com mittee to recommend whether Uie Constitution needs to bo changed, snd whether It should be rewritten si a convention. Nearly everybody agrees with the governor's position that the Constitution needs some drsstic cutting slid revision. It hssn't been overhsulcd since Oregon became a s)ale In 18.10, and It contains a lot of matter that has no business be Uig In a Constitution. The argument Is over how it should be done. The governor doesn't think It can be done properly by hsvlng the people vote on amendments sub mitted by the Legislature, The six member minority of the committee wsnts It done that way. Patterson believes Ihst a thor ough lace lifting Job can be done only by having a convention write a new one. The fear of a convention la based on Uie premise that II might tske swsy some of the rights of Uie people. For Instsnce, Uie Isbor snd fsrm groups which oppose a isles tax are afraid that a convention might make It possible for Uie Legisla ture to put emergency clauses on tsx bills. This would prevent Uie people Irom hsvlng a veto power over Uie Leglslsture's tax bills. One member of the ConstlluUon Revision Committee ssld this: "I sgree with the governor that the Constitution should be revised. But I'm afraid that If we have e convention, It might come up with something morse then we have now." ' The governor's answer to this argument ts Ihst experts would drsft proposals for a new Consti tution and submit them to the pro posed convention. If the 1W5 Legislature decided lo do It by amendment, then the people would vote on them st Uie 1066 general election, If the Legislature voted for a convention, Uien tho people would have to decide on whether lo hold it, loo. Tlicn the people would elect their delegates lo the convention. After the convention finished Its new Constitution, then Uie docu ment would be submitted to the people, wiw would decide whether to accept or reject the whole thing. The convention process probably would lake about four years from the time the Leglslslure voted for the convention until Uie people voled on the new Constitution. Tills Issue will be one of the most controversial of Uie next Leglslslure. Patterson, who worked hard to sell Uie Idea to the 1 853 Leglsls lure, promises to work even hard er at the next session. Oregon Grain Storage Needed Notwithstanding bad weather It Is still expected that In Oregon Uie grsln crop will greatly ex ceed available storage. The grain acreage in the Klam ath Basin Is sometwhat greater thsn last year and even with un usual losses due to dry weather snd low temperatures, growers who do not have adequate storage should be giving this some thought.
