Photo from Mrs. Gale Democrats Divided On How To Attack GOP Tax Bill WASHINGTON Wl House Demo crats reported a disagreement to day over whether they should try to quash up to two billion dollars in business benefits in a Republican-sponsored tax revision bill. Several Democrats on the tax writing House Ways and Means Committee said the issue tins de veloped in planning their strategy tor a drive to increase all Indivi dual Income tax exemptions irom seoo to 7oo. They will seek to write the ex emption increase, which would reduce income taxes by about 2,4 billion dollars a year, into a big tax. reform bill now nearlng com pletion within the committee. 8ome Republican committee members, meanwhile, said they have been discussing informally whether to try to head off tha Democratic move - by - proposing income tax cuts themselves. But there was no Indication of lessened opposition by the Eisenhower ad ministration to ' any such move now, i : . Substituting the exemption Increase for the dividend proposal and also several other provisions attacked by some Democrats as a "giveaway" to business, including more rapid tax deductions for de preciation of new plants and equipment. - - ' The latter course, if approved by Congress, would cancel up to two billion dollars in eventual tax cuts now proposed in the bill. It would strike out the heart of the business incentive program cham pioned by Republicans as a long- term spur to business growth. The bill would rewrite almost all tax laws, not changing major rates but providing for liberal treatment in scores of complex lields and paving the way for many tax .reductions to individuals and business through new or larg er deductions. The committee hopes to com plete section by section action to day or tomorrow. The bill is scheduled to come up for a final committee vote about one week later, and then would be ready for the House floor.
