PAGE TEN Low Water Buffalo New Victim Of Rustling; High Price Of Meat Said Cause By DON IIUTH MANILA. HI Cattle rustling has come to the Philippines and with e, distinctly Oriental slant. Instead of the cow and steer, it the lowly carabao, or water buffalo, that's being rustled. It's a lucrative business because of the prices the animals bring at the slaughterhouses. Furious over the slaughter of this country's main beast of burden. President Ramon Magsaysay has taken quick action. He also has touched off a controversy. On one of his first provincial trips after he became president last fall, he found water buffaloes wen being deliberately maimed so they could no longer be classed us work animals and could be Slaughtered. Some had nails driven Into their hoofs to make them lame. Others GOP Leaders Comment On Manion Case WASHINGTON W Dr. Clar ence E. Manion says his dismis sal as chairman of a presidential commission stems from his views on states rights- and was ' trig gered" by his support of the Bricker amendment to limit treaty powers. Manion, former law school dean at Notre Dame, announced last Wednesday that ho had been x asked by the White House to re sign as chairman of President Ei- : senhower's Commission on Inter- ' governmental Relations. He said the request was made by Sherman Adams, chief presidential assist ant.' - - What happened, Manion told In terviewers on an NBC television . program Sunday, was that: "Alams told me I was very busy and he thought I should resign. - That's precisely what he said. I . asked for some further explana . tion. He said there had been some dissatisfaction on the part of the commission. He refused to ampli fy. He said it had all been de cided. He never said I was fired because of the Bricker amend ment." Republican Gov. Dan Thornton of Colorado, a commission mem ber who said after a talk with - versy had anything to do with Adams last week he didn't think the Bricker amendment contro Mnnlon's dismissal, stuck to that view. "Although I have the highest re gard for .Dr. Manion," he said In Denver after the TV show, "he was too busy going around the country making speeches Instead of doing his job. The commission was brought into being by Con gress and was given a March 15 deadline to accomplish its pur pose. They nave done some work but only what should have been accomplished In two or three months." Manion said that when he was selected for the commission post, the White House knew he had a heavy calendar of speaking en gagements and "I was assured it would take only two or three days a month." He said he had plenty of time to devote to the commission and worked for It part of every day. Slides Cause Train Wrecks PORTLAND, M-Slldcs loosened by recent heavy rains caused two train wrecks in the Pacific North west Sunday. A twin-engine Diesel locomotive and 10 cars were derailed when an cast bound Vnlon Pacific freight train plowed into a slide at Cascade Locks, Ore., SO miles east of here. Twenty miles north of Ridge fleld, Wash., a Union Pacific pas senger train struck a small slide. The front wheels of Uie engine wero derailed but the rest of Uie train remained on the track. There were no injuries reported in cither mishap. Adv. were slashed above 'the hoofs so their legs eave out. Magsaysay hit the ceiling. He said it not only was cruelty to animals but was sabotaging his agricultural development program. The carabao supply, badly depleted during the Japanese occupation, wus needed to increase the rural economy. Magsaysay ordered the navy to seize shipments of caraDao en route to Manila for slaughter. In spectors found a majority of the animals were healthy. Magsaysay put investigators to work. They found the country's carabao uuppiy was decreasing and rustling was a thriving, profit able business. One area reported more than 3,000 carabaos stolen from farmers for butchering in Manila. The President asked Manila Mayor Aisenio Lacson for permis sion to place an army veterinarian in the slaughterhouses. Lacson re fused on the ground it would vio- Jnte existing laws. Magsaysay countered by signing an executive order banning the slaughter or carabaos for one year, He said he wus ready to approve uie expenditure of live million dollars, If necessary, for froze meat imports to Insure the Philip pines an adequate supply. Meat prices Jumped after the ban went Into effect. Irote dealers went to the President's office to complain. Legislators argued over the issue. Letters both supporting and condemning the President's action appeared in the press. Magsaysay is standing firm. The carabaos are needed, he said, If the Philippines expect to increase its food production and make his agricultural program work. Billy Graham Tours England LONDON W) A Labor member of Parliament said Monday Billy Graham will meet British laborltes in an ttempt to quiet bitter crit icism sparked by antl-Soclallst re ference in a calendar advertising the American evangelist's coming appearance In Britain. Laborite Geoffrey de Freitas an nounced in a press statement that Graham "has asked to see me and my colleagues of the parliamen tary Socialist Christian group on his arrival. The meeting will take Place on Friday morning at the House of Commons." Graham and his associates aool- ogized profusely earlier Monday mat tney really meant to blast secularism," not "Socialism." The uproar was touched off last week by a calendar put out by uie uuiy uranam Evangelical Assn., as Graham headed for a Uiree-month religious crusade in Britain. FBI 'Most Wanted' Picked Up In South ATLANTA (IP) A 32-year-old Ten- ncssean who was one of the FBI's 10 most wanted men has been ar rested on charges of burglarizing a grocery store. Nelson R. Duncan of Memphis was picked up yesterday morning by city police after a routine check of a store aroused the suspicion of officers. - Nelson and a man listed as Thomas L. slrcy, 21, of spring- field. Tenn., were tcarlne'onen a safe which contained about $2,000 when police found them. Detective M. J. standrldge reDorted. Tlie two men were unarmed and did not offer resistance, notice said. The explorers, headed by Joe Lawrence of Philadelphia, re mained intrigued by Crystal's un solved depths, however, and many said they'd like to return later for an even longer exploration. When vou walk in the black-and-white living room, the first sight Is the im mense piano, the longest made. I was told that this piano would be moved aside for another. The new one, Just as gigantic, will have a plexiglass top. Thus the view of the pool will be unimpeded. The swVimlng pool, you see. is also In Uie shape of a piano. Large black-and-white keys 88 of them are painted at one end of the pool, giving the illusion of a huge, piano. Back in the living room, your gaze falls on the. large, glass topped planter In the shape of a piano. On shelves about the fire place were dozens of miniature pianos collected from all over Uie world. We continued into the bedroom, which was dominated by a huge bed. On the cover was a large script L, entwined in a piano. To each side were lamps with bases of glass, on which were etched pianos. The bathroom was done in mir ror and black. Not a sign of a piano that I could see. The rest of the house was equal ly dazzling: Uie piano booisends; the musical notes for andirons; the lyre-backed chairs in Uie dining room; Uie dresser knobs bearing the piano signature; the bar with spinet and Libcrace's trophies. And don't forget the candelabra. They were on the piano, of course, and Uie mantle and hanging in the hall. Somewhat dazzled. I made my leave, but not before signing the guest book. OREGON Building Volume Shown In Report Pacific Northwest dollar volume of building rose 22 per cent in Jan uary over January 1953 though total permits deceased two per cent. Ac tually total dollar volume would have dropped except for substantial rallies in particular areas, accord ing to Equitable Savings and Loan Association's statistical department, reporting on the 47 largest Pacific Northwest cities. Dwelling dollar volume was ten per cent lower than a year ago and dwelling permits off 26 per cent. Cities showing Increases of over 100 per cent over January 1953, bolster ing the dollar volume total, includ ed: Caldwell, Idaho; Medford, Rose-' burg and Albany, Oregon: Spokane, Seattle, Everett and Ellensburg, Wash. During January 14 cities, includ ing the above, showed Increases over January 1953 and 33 showed decreases. Compared to December, 21 showed dollar volume increases while 26 recorded decreases. Southern California had another day of summer in February such as brought a 73-year record high temperature Sunday to Los Angeles.
