Coffee Prices Explained By US Banker Washington mi a banker'! explanation why coffee prices are suoollng snyward is tnat Latin American nations are holding back supplies from the American mar ket. x ' That opinion was expressed by Chester Dewey, president of the Grace National Bank of New York. Dewey's bank does considerable business with Latin America. Dewey told the Senate Banking Committee yesterday that the sharp price " increases cannot be traced to speculation on the New York market.- The committee has authorized a subcommittee to probe coffee prices. The New York Coffee and Sugar Exchange wired the Federal Trade Commission, saving it welcomes that agency's probe of coffee price rises. By JOHN M HIGHTOWER BERLIN Wl The foreign minis ters of the United States and the Soviet Union meet tonight in the first ton level discussion of Presi dent Eisenhower's proposal to put atomic power to work for peaceiui Hurpor.es. Over cocktails and caviar laot night Russia's V. M. Molotov and America's John Foster Dunes ar ranged to come to grips with the oroblem of how to make nuclear energy an aid to better living in stead of a norrioie device tor suu- den death. Molotov and Dulles will meet again tonight after the regular ses sion of the Big Four foreign minis ters. They -will have with them only a minimum number of advis ers and interpreters. From this meeting may come an indication of just how far the Sov. let Union is ready to go on presi dent Eisenhower's proposal of last Dec. 8 that the world powers prin- inally involved with atomic devel opment pool their energy and know how for peaceful purposes. The decision to hold an atomic meeting tonight was taken at a dinner in the Soviet sector heatfH quarters of Molotov, where Dulles and top American staff members were his guests. Only an hour earlier they had left the .conference table where they had battled over whether Germans from both sides of the Iron Curtain should sit with them in - discussing 1 Germany's future. Molotov had demanded that the Germans be seated. But the West ern foreign ministers insisted that German representatives could peak in council only after a re union through honest and free all perman elections. The Soviet union has refused to go along with the election proposal. . Molotov argued that there can be no settlement of the German question on "peaceful and demo cratic" lines unless uermans par ticipate. ' Dulles rejected Molotov's propos al, saying the problem is to get new representatives from all Ger many. French Foreign Minister Georges Bidault said the two regimes in Germany ' the Communist East and the democratic West were so far apart he did not think their presence would contribute much to a settlement, He deplored the lack of German representation but said "It is better than to see tliem tear themselves to pieces before our eyes. - British Foreign Secretary An thony Eden said Britain could not accept Molotov's proposition.
