Housing Administrator Albert M. Cole has predicted that 'the plan, if adopted by uongress as a pack, age, could keep new home con struction at the "very high level" of more than a million starts a year. About 1,100,000 starts were recorded in 1953. Cole headed the 23-member pres idential advisory committee which issued its report Dec. 15. Officials said Eisenhower has accepted the committee's basic ideas but has made some changes and has worked out compromises on a few disputed points. In his budget message last week Elsenhower said he would recom. mend continuance of an "interim" public housing program calling for the start of 35,000 dwellings for low-Income families in fiscal 1955, starting July 1. This is the figure now authorized for subsidized rent al dwellings, but congress last year provided for only 20.000 new units. However, the white House pro gram looks to the eventual elimina tion of public housing by offering much more liberal Federal Hous ing Administration down payment and mortgage terms for inexpens ive new houses and for the repair and modernization of old houses The advisory committee urged a two-year trial of FHA mortgage insurance requiring no down pay ment on houses costing $8,600 or less ana making the principal pay able in 40 years, with the morgage debt so extended, monthly pay ments would be as low as moderate rentals in most cities. Also recommended by the Com mittee and understood to have been adopted in principle at least by the President are proposals for: A new "urban renewal" program providing federal loans and grants to cities for use not only in-eradicating slums but in preventing Ihe decay of blighted neighborhoods. More generous FHA terms on loans lor the repair and improve, ment of aging , houses.
