Qualifications considered In sel ecting the delegate to the Youth Pilgrimage will be based on the following: Character and personality, com munity and civic-mindedness, lead ership, participation in extra cur rlcular activities, Interest In world affairs and church participation 25 per cent and essay contest Judg ing 75 per cent. - The winning contestant of each high school will be required to pre pare and present a five minute speech before a board of three out side Judges. These Judges to have no connection with any high school or affiliation with the IOOF. These judges will judge each essay of the winners , and will also Judge each speech given by the winning participants at a public gathering to be held before March 31. Con testants will be notified to the exact date by the chairman of the committee. Decisions of the Judges shall be final. The student winning the essav contest will be provided with an expenses paid trip by bus, along wim winners from other northern districts, to a six day tour of the United Nations. This trip is slated to start from Spokane around July 10, and the tour of the U.K. will start July la. One adult leader for every ten young people will accompany the delegates on the trip. The contest rules state that the winning contestant must agree to make requested talks on the U.N. Eugene Fire Safety Best BOSTON UH Eugene was the leading city in Oregon among Plre Prevention Week contest winners. Not only did the Lane County city rank first in Its state, but it was placed 21th nationally bv the National Fire Protection Assn. which announced Its 1953 awards Thursday. in the Class V competition na tionally for cities in the 20.000 to 49,000 population group, Eugene ranked fifth, which gave it an hon orable mention. But it was in fast competition in that class for ail six cities mentioned for awards were among the top 30 in the U, S. in Oregon, following Eugene, was Portland In second place, Dallas in third, and Oswego with an honorable mention for fourth. Only Eugene got a national rating in tne top 30. He said the excises scheduled for reduction April 1 on liquor, sporting goods, beer and wine should be continued at present rates. "Any adjustments in the other excise taxes (should) be such as to maintain the total yield which we are now receiving from this source," he added, noting that excises "provide a relatively small proportion of our total tax reve nues."
