Lt. Col. Joseph O. Fletcher pro posed building such units "around the all-weather fighter as an atom ic bomb delivery venicie." Writing for the official publica tion "Air University Quarterly,'1 Fletcher argued that key regular bases might be destroyed if Rus sia suddenly launched an atomic war and friendly nations mignt be frightened into denying the United States use of faculties on tlieir ter ritory. But. he said, a dispersed force such as he proposed "would be at home anywhere in trie Arctic Ocean, would possess unparal lelled destructive capability and , could fade away into the track 5 expanses of ice and water easier than an arab in the Sahara . . . properly camouflaged, it could lurk within short distances from enemy shores without fear of detection." He suggested the units could be supplied by air or submarine and, incidentally, predicted that the sub marine will become an important weapon in the arctic because of its ability to hide under the pack ice. Fletcher, now assigned to the air research and development com mand, organized the first detach ment for the drifting Ice island T3 in 1950. By til 2 -"no 7n 1 A ee W v and k:. r K .. - "15 !(- .
