"It's Impossible!" exclaimed Bruno Amato, who has been snip ping hair for seven years. "Why that's 1,500 lire 10 Italian hair cuts." In Naples, world's greatest single city source of raw and finished barbers, Guldo Caricchio, 35, said: "America Dlo miol Id be a king if I could go there, my wife a queen, my three children . . . I'd cut hair, shave, everything for well, because It's America say 350 lire." That's 50 cents. Caricchio figured most of Naples' nearly 5,000 barbers would Joyfully go too. How much of the pa'int ts wasted by amateurs is something the surveys do not reveal, Judging by complaints of ama teur home decorators, much of this waste could be prevented by prop er application. The Home Service Bureau pi one of the oldest paint manufacturing firms ( Keystone Paint & Varnish Corp.) recently took a nation-wide . poll through dealers to find out the most com mon problems of the paint-it-your selfers. Five of the worst headaches could have been avoided just by mixing the paint properly before starting work. These problems were: 1. Streaking, 2. uneven color or gloss, 3. Change of color, 4. J, L. Kennedy, chief accountant for Public Utilities commissioner Charles H. Heltzel, testified at Heltzel's hearins on the company's application lor a $3,966,000 annual rate increase that the company would make a 6 per cent prom in Oregon it it were allowed a $1, 204,000 annual rate boost. Tills $1,204,000 increase would boost phone bills about 4 per cent. Of that amount, the federal gov ernment would take half in taxes. The full increase would give the company a profit of 7.5 per cent. Kennedy explained that in figur ing a 6 per cent profit he was including in the rate base the com pany's application for permission to sell 50 million dollars worth of bonds and 100 millions of' new stock. Heltzel has to Issue his order on the rate Increase before Oct. 11. Kennedy said that in the eight months ended April 30, the com pany's Oregon profit was 5.41 per cent. In utility regulation, a 6 per cent profit Is generally the accepted Iigure. As the hearing, which opened five weeks ago, neared an end, Heltzel thanked two Portland city Officials for their "Interest, parti cipation and assistance" in help ing him gather data. Both officials attended the hearing daily. They are City Commissioner Nate Boody and City Attorney Alexander Brown. At the same time, Heltzel was critical of two other men who op posed the rate increase, but who took little part in the hearing. ' Heltzel Identified these men as Dexter Fairbanks, chairman of the Portland Citizens Telephone Com mittee; and Charles O. Porter, Eu gene, who represents seven Lane County residents. Heltzel said Fairbanks irmn only on the opening' day whan the hearing was resumed, i and that r-orter attended only interim ttant-ly.
