Charter Reform To Revision Be Difficult For Patterson this latter method would be illegal. They claim that only a convention could submit an entirely new docu ment. The committee seems to distrust a convention, fearing it might come up with a worse Constitution than the state now has. The legislative members of the committee think the Constitution has too many restrictions on what the Legislature can do. Those re strictions were put there by the people, who might not like to re move them. For instance, the Constitution won't let the Legislature put an emergency clause on any tax measure. This makos all tax meas ures subject to the referendum, and gives the people the last word on new Utxes. Most legislators would like to be able to pass tax bills without having them go to the people. Some lawmakers believe the Con stitution contains more law than constitution, and they would like to take all this law out of it. The Constitution contains obsol ete matter that is ignored, such as fixing the governor's salary at $1,500 a year. He gets 10 times that much. Another obsolete provision say that in elections, the people shall vote by voice vote, the state has had the secret ballot for many years. It also provides penalties for giv ing or accepting a challenge to fight a duel. Some believe the Bill of Rights should be expanded by giving equal rights to women, giving labor the right lo organize and bargain col lectively, and giving absentee sol diers the right to vote. Others would give more power to the 'governor, letting him appoint the other top slate officials who now are elected. And some would make it harder to amend the Constitution. It now can be changed by a majority vote of the people. Gov. Patterson told the commit tee the state will have a big growth, and that the Constitution should be changed to meet this growth. The committee faces a huge Job, as it will have to analyze each section. At tile same time, it will have to study all tf the court de cisions interpreting each section. After all, the Constitution Is only what the courts say it is. The governor still thinks the state needs an entirely new Constitution, and he'll probably tell the next Legislature that it's No. 1 on his list of proposed legislation. State Wheat Allotment Set PORTLAND W Oregon's wheat allotment acreage for 1954 was as signed by the State Production and Marketlitg Administration Tuesday and the figures were made public late Wednesday morning.. The total of 891,645 represents the total available to "old wheat farms" those on which wheat has been planted the last three years. The original state quota was 865, 762 acres, a cut of about 29 per cent from this year's planting.
