California's Offshore Oil Riches Are Different By GARBER DAVIDSON ' tONO BEACH. Calif. Wl-Every- thing is different in Californla--lncluding offshore oil riches. Three parts of the united States were most directly concerned when years of argument over ownership of underwater land, along the Am erican coasts was decided recently by a lw recognizing the sovereign ty of individual states. Court tests aren't over, however. A new suit, sparked by Arkansas, seeks return to reaerai control. ' ' The areas most directly affected are: : The gulf- states Florida, Louisi ana and Texas where undersea 611 fields' are producing black gold and where more Is being sought. California, where tldelands ou drilling Is older, bigger and richer than in any other state.1 Long Beach, Calif., a city of 300,000 which by special grant ties complete local Jurisdiction and Is outside the state lease area, The city hss 728 wells In Its shoreline field, producing - 55.000 barrels a day. Total revenue to the municipality since develop ment began in .1839 has been 170 million dollars, of which 130 mil lion has been, tied up in litigation. On the other hand,, tne state oi California has 400 . wells' m lis coastal field producing 30,000 bar rels dally. They yielded 76 million in lease revenues from 1S33 until 1M7 when litigation came,, to a head. Later, oil was discovered under the harbor, and Long Beach poured its 4t million in revenue, obtained before lawsuits, into har bor development; In 1S51 the state gave it per mission to use half the oil-lease revenues, for dry-land improve ments. Once -, legsl tangles are cleared up, the city hopes to start on a 40 million dollar civic im provement program, Including parks, libraries and yacht basin. State officials ' ' regard future over-all development of offshore holdings with caution. Officials of the State Lands Com mission expect that now 'the fed' eral grip has been relaxed, leasing regulations may be changed to al low "wildcattlng" for offshore oil, end some increase made in the required rate for operators to drill new wells. Just before the State of Arkan sas last week filed suit challenging constitutionality of the law which President Elsenhower signed May 22 returning the lands to state con trol; one state official expressed worry over such an act'on- J. Stuart Watson, assistant exec utive officer .for tne State Division of Lands, said, ."No state official may want to take a chance and spend it (the Impounded funds) . . . It could be some years before the money is cut loose." . In other words, If a later court ruling returned the lands to the federal government, - the state might- be liable for' any funds spent. California has-its own method of drilling for offshore oil. Along the Gulf Coast, barges drill direct ly over the petroleum pool. in California's "wmpsiocking method; the drilling operation starts on shore. By a carefully de vised series, of iron .wedges, the direction of the drill is angled un derground so that it bores out under the sea until the petroleum pool is reached. Men have been drilling wells off the California coast since 1890, when pilings were driven into Santa Barbara Bay, The Los Angeles City Council took a dim view of offshore oil about 1900 when a city ordinance declared offshore drilling . within city limits a nuisance and banned further activities.
