By JOHN KAMPS ' WASHINGTON IB The House ; may- vote soon on a bill aimed at ; stopping- widespread abuse of mln i ing claim laws in the West. The bill had smooth salllnit In the House Interior Committee, which approved it last week. Its sponsor. Rep. D'Eward (R-Mont.) has high hope that it will become law this summer. The bill Is designed to end the use of federal land, held under the guise of mining claims, as sites for summer homes, recreation areas, logging operations, filling stations, hot dog stands and simi lar enterprises. It would end this, proponents W, by spelling out the surface rights of mining claim locators. Principal provisions of the bill would: Require that claims be used only for prospecting, mining or miner al processing; subject the rights of the claimant to those of the government or its permittees to use the surface for specified nec essary purposes; permit the claim ant to cut timber necessary for his work; and prohibit interference by 'Conservation Man' Contest Opens PORTLAND Wl The Oreron Wheat Growers League held Fri day that Oregon Counties should select their candidates for "Con servation Man of the Year" by July 1. Roy Foreman of Antelope, chair man of the contest committee, said judges would visit the farm of each county winner. the government with mining oper ations. The basic poli cy has obviously been to Impose unwarranted obstructions and de lays In the granting of mineral patents, and to discredit the sys tem of discovery, location and pa tent and substitute therefore a leasing system. "Illegal locations should have been corrected by action of the Bureau of Land Management, but we believe the bureau has delib erately created a chaotic situation which seems to require consider ation." INTERIOR DEPARTMENT HIT Sen. Dworshak (R-Idaho), who sponsored a Senate bill similar to D'Ewart's, declared Interior De partment officials "failed miser ably" in enforcing mining laws while trying "to gain bureaucra tic control" over miners. He said In a Senate speech that a housecleaning in the department plus enactment of the billy would end many controversies over use of public lands. The senator has urged the Sen ate Interior Committee to take up his bill as soon as possible. Secretary of the Interior McKay approved the bills, saying they would "go far toward eliminating locations made for non-mining pur poses by removing the inducement afforded by the control of the sur face." The Agriculture Department has not responded to the House Com which was made a month ago. Rep. Miller (R-Neb.), chairman or the committee, said the bill will be offered for a House vote as soon as the Agriculture Depart ment report is received if the report is favorable. They probably will stay that way until Nov. 10Election Day. The Philippines Republic, which will be seven years old July 4, faces Us first major three-way fight for the Presidency. Until last week It was to be a two-way contest. President El pldlo Quirlno, running for re-rlee-tlon on the Liberal Party, was to be opposed bv Ramon Magsaysay on the Naclonallsta Party. President Quirlno brought home Carlos P. Romulo, his ambassa dor to the United States and one time president of the United Na tions General Assembly, Quirlno announced that Romulo would be a candidate for the Philippines Senate. He expected the highly popular Romulo to campaign for him. But Romulo demurred. He said he was a candidate for the Presi dency and resigned his posts as ambassador and U.N. delegate. Unable to bring his name before the liberal Party convention, Romulo's followers bolted the con vention and formed a new party of their own the Democrats. FIRST J-WAT FIGHT The campaign Is the first three way fight in (he history of the infant republic. It is unique in other ways too. All three candi dates were members of the Lib eral Party six months ago. The Philippines Republic was created by the United States and its government is patterned after its American sponsor's. The is sues. In the present campaign arc much the same as those in the U.S. last fall. Communism Is not a big Lssue since all . three candidates are staunch anti-Communists. But domestic policy Is. Qulrino's Liberal Party has been entrenched in office ' and there have been corruption In office. There is a cry for a change in national lead ership, , There Is another striking paral lel between the present Philippines situation and what migh; have happened In the U.S. last fall. The Philippines constitution sets the presidential term at four years but provides that the president may be re-elected only once and serve not more than eight vears. QUIRINO PRESIDENT ONCE Quirlno was Vice President in 1948 when President Manuel Rex es died. He served out two years of Roxas term, was elected in MM and Is a candidate for re election. Ramon Magsaysay, the opposi tion candidate, is no pushover. As Qulrino's Secretary of Defense, he virtually smashed the communist Huk rebellion by skilled u?e of Army units in a long campaign in 1850. 1951 and 1952. The main area of Huk resistance still remains in central Luxon where the rugged hilly terrain is ideal for their guerrilla hit-run tactics. MAGSAYSAY 'AGAINST EVIL' Magsaysay resigned iron' Quir ino's cabinet last February, de claring:, '1 could no longer swear loyalty to a group that has stood for evil and corruption." He won the Naclonallsta nomination in a landslide two months ago. In the last 1911 election the Naclonulistas won control of the Senate from Qulrino's Liberal Party. Romulo too struck heavily at Quirlno administration. He called Quirlno a "dictator" end said. "We believe the present govern ment is not working for the good of the people. It la In many in stances Inefficient, corrupt in oth ers, unjust and vindictive, and tn no instance responsive to the people." Against this criticism. President Quirino cites his record since 1948. He insists that his .Administration has purged more grafters and chislers from office than any pre vious one.
