Paul L. Patterson, was to Join other members of the Board of Control In urging that the Legis lature provide a governor's man sion. Bain's bill would direct the Board of Control to build it. But before the loard could suend the nionev. it would have to get permission irom tne state Emergency Board, which Is a legislative committee that makes appropriations between legislative sessions. Both houses scheduled a joint meeting for 3 p.m. Thursday to hear the state's financial experts tell them about the state's money outlook for the next two years. The Senate Education Committee announced it would begin immedi ately the difficult job of trying to draft school reorganization legisla tion that the people would accept. 1891 Legislature passed a school bill to make it easier to consolidate school districts. How ever, the state Orange and small est school districts, fearing that the small districts would be forced into consolidated districts, got it referred to the people. The voters killed it last November by a nar row margin. Sen. Robert D. Holmes, Gear- hart, chairman of the committee, said the committee would study the 1951 bill, hoping It could be changed so tne people would accept it. Sen. John P. Hounsell, Hood River, said he would sponsor a proposed constitutional amendment to make It harder to get initiative and referendum measures on the ballot. Mow, the number of signatures required to get them on the ballot is 8 per cent for initiatives and S per cent for referenda, the percent age being based on the vote tor slate Supreme Court justice at the preceding general election. The sig natures now can be obtained any where in the state, i Hounsell's measure would base the percentage on the vote cast for governor. This would require many more signatures, "because fewer people vote for Supreme Court Justices, who almost always are unopposed. Based on 1950 election figures, the Initiative requirements for the ballot would be boosted from about 38.000 names to 40,000. Tlie measure also would require that the percentage needed must be maintained In three of the four congressional districts. Thus It would prevent sponsors of a meas ure from getting their names In only a small segment of the state. 7A similar measure was passed by the House In 1951, but It died in tne Senp t". It Is backed stronely by Eastern Oregon legislators, who claim that Portland voters put too many meaaurei on the ballot.
