New Highway Plan Studied SALEM Ml Plans to create a new state motor vehicle depart ment will be discussed by a High way Legislative Interim Commit tee at Its Sept. 1 meeting, accord ing to work received at the State house from State Sen. Elmo Smith of John Day, committee chairman. The new department would strip the secretary of stale's office of 600 employes and the public utili ties commission of 200 employes, consolidating the State's Motor Ve hicle Administration under a new director, appointed by the gover nor and approved by the slate sen ate. Smith said that a saving of II. 000. 000 yearly can be made In the collection of Oregon's 50,000.000 highway revenue funds. He points out that collection costs In Oregon run 7 per cent of the total, while In Virginia, which operates with a motor vehicle bureau similar to the one proposed, collection costs are 2.8 per cent. If the plan Is adopted by the next Lcgllsaturc and becomes law, the secretary of state's office would be left with only the ac counting, audits, building and grounds and elections divisions lo administer.
