The two Republican lawmakers
signed a 37-page. 1.300-word report
they obviously expect to become
well-thumbed document for Re
publican speakers in the presiden
tial and congressional campaigns.
They contended that "before we
can steer the United States to its
rightful position in world affairs.

Asserting that the 3nd Congress
had "muddled to a dismal end"
without resolving any critical
issues, the Republican leaders said
