Pen Guard Reinstated SALEM I A demoted state penitentiary guard got his ser geant's Job back Thursday after the State Civil Service Commis sion ruled there was no evidence to show he disobeyed an order. The commission recommended to Warden Virgil O'Malley that he restore Carl Wataon to hi former sergeant status, and the warden suld he would do so. Watson was the only guard with a 24-convtct woodcutting crew whlcn was working near Albany late In April when two of the con victs ran away. O'Malley reduced Watson to or dinary guard rank on the ground that Walton disobeyed a new order that such convict had to be kept under constant supervision. Watson, who split up the 24-man crew Into small groups and hence couldn't see them at all times, said he never received the order. Watson, who has worked for the prison six years, appealed to the Civil Service Commission, which heard his case Wednesday. W. C. Ryan, state supervisor of institutions, told the commission that Watson Is "a faithful, honest, very valuable employe, and I wish we had many, many more like him."
