Columbia Flood Waters Subside PORTLAND Wi The Weather Bureau said Wednesday the Col umbia River apparently has passed Its spring flood peak. The river, although still above flood stage at Vancouver. Wash.. was falling and River Forecaster Elmer Fisher cald he did net be lieve it would again reach the penk of 20 3 feet recorded May 24 and 29.
