By a roll call vote of 165 to 149 it sent the bill back to the judiciary Committee, where it was expected to die. Most Republicans backed the recommittal motion, while most Democrats opposed it. Many Democrats were absent. however, while only a few Republi cans were missing. GOP foes claimed the new judge ships aren't necessary and said now is not the time to give the President more powers. Democrats insisted the new posts are needed if the courts are to speed up the administration ot Justice. - The bill followed mainly the pro visions of Senate-passed, measure.
