And they backed up their decision by passing an ordinance that the parents not the child should be punished. "It's fairly stiff punishment, too: up to 1200 tine or 100 days In Jail for a parent judged responsible for conditions which hare led his child into delinquency. Eugene is the largest Oregon city to base penalties on the growing growing sociological theory that a child takes the criminal path be cause his parents, unwittingly or not, hare shored him that way. In a Gallup poll taken last spring the majority approved the Oregon (it started in Baker. Ore.) "parental delinquency" plan. Social workers, increasingly, blame parents. And In Chicago this week a Judge bitterly condemned the parents of a much older criminal. Judge Julious Miner, hearing the trial of a 31 year-old mother who had strangled her Infant, called the mother's parents before him. "I hare been shocked by the testi mony about your treatment of your daughter," Judge Miner told Mrs. Chester Lamont of Astoria, Ore. "No one is mora responsible than you for the fact that she Is on trial lor murder.1 Murder or other serious crimes would not come under Eugene's new parental delinquency control. It applies only to the light offenses with which a child usually starts a delinquent career: petty theft. disorderly conduct, other misde meanors. Eugene thinks It will work. It has m the small city of Baker, Ore. where Police Chief Guy T. Church creamed up the idea two years ago. The members used an abandoned movie house to hide loot from their thefts. The boy who committed the moat crimes was rewarded by elec tion as leader. "After taking these boys Into cus tody on numerous charges of bur glary and house breaking, and turn ing them over to the Juvenile courts. It seemed to us that little was gained by convictions." Church said. It occurred to him to try punish ing the boys' parents. Instead. Backed by Mayor Menzie McKim. an ordinance was passed August 11, 1MT. providing up to $300 fine and 100 days In Jail for parents whose children commit misde- manors. The "Panther gang" broke up. Baker's delinquency rate dropped sharply: some estimates wert as much as M per cent. It worked to well that the ordi nance has been Invoked only six tunes In the two years since. No parents bare ever been Jailed. Twice the maximum fine was levied, but suspended later and the parents put on probation instead. One father paid (SO because his son caused continual trouble. A mother paid 36 after her boy was found drinking on the street. And aome other parents were fined the same amount because their young sters wert tossing beer bottles from a car. The town of Lakevlew. ore, copied Baker's ordinance this sum mer. Other towns are considering it But Eugene, a city of some 38.- 000. will provide the first major test. Low bid for the Job waa that of J. M. and M. J. Conlry Construction company of Portland, the firm which did the widening and surfacing Job on the Merrill highway this fall. The Conlry firm's bid was 1123.04. A street surfacing project at Chll oquln on Chocktoot street was bid in by the E. C- Hall construction company of Portland at 13170. Klamath's Delinquent Taxes Low Klamath county's delinquent taxes for the years from 13 through 1MI amounted to only 0M per cent of th total roll, according to summary compiled by the state tax commission. The county's percentage of col lection over the years was the third best in the state. Only Morrow coun ty with 0 U per cent and Wasco with 0.73 had lower delinquencies.
