The bouse and senate face decisions on what Truman calls the "Fair Deal" and the opposition assails as the blueprint for a "Wellare Bute" or 'Pool House Bute." In congress the Issue Is bound to be cut clear for the congressional elections next year and for the pres idential campaign in 19&1. Fire Frenta The struggle with tha public a sideline spectator until balloting time rolls around mar be fought en at least five points. These sectors are Truman's proposals for: 1. A rsst exprnsion of the federal octal security program, 1 A federal plan of health insur ance that the opposition dubs "so cialised medicine." S. An expansion of the govern sr.ent's housing program. 4. A new farm program. t. Federal aid to education. Perhaps the biggest tight of all win settle on taxes, when congress (eta to considering bow the govern ment la going to pay for the things it is being called upon to do. Economy Tha administration opposition al ready is booming for slashes in (pending, to thwart any tax boosts. There may be actual cuts in excises. It is expected that truman will a tart a new drive for his controver sial domestic program in tha state cf the union message to congress January 4 or 5. The program at tained only limited objectives in the first session of the democratic-controlled list congress. Truman, end ing his Florida vacation, returns to Washington today. Defeat in congress again faces tha president on some major seg ments of his "Fair Deal." Aware of this, some of his closest followers already are talking of lifting tha issues off Capitol Hill and putting them squarely before the voters next November when all the 43S house seats and one-third of the M senate eats are to be voted on. Republicans are arriving early tor tha session and are issuing almost daily blasts at tha "Fair Deal" a leading to socialism. Meanwhile, Vice President Berkley and others. In speeches over the country, are challenging tha OOP to come up with something better than the "Fair Deal KawndoB) Mo one can aay for aura what rtll happen in the crucial second session of the list congress that convenes January 3. But this at bout the picture as It looks now. Social Security Right here is where the president can hope for a solid victory. Claims of credit may be divided: many re publicans Joined with democrats in supporting the IMS expansion of this government program, when It passed the house. The bouse bill win, come to a ahowdown in the senate early in the session, and many schooled observers believe it will pass there. This legislation would blanket 11.000.000 more working persons un tier old age insurance, for a total of 46,000.000; boost benefits 70 to 80 per cent: create a new insurance benefit for persons who become to tally and permanently disabled: and Increase payroll taxes more than 300 per cent in the next 20 years. Health Insurant This program appears doomed In the 81st congress. Hughes. 3 Pershing way. submitted a claim to Uie city coun cil last night for $2500 damages to cover Injuries sustained in a fall on an icy sidewalk. Hughes sta'?d in a letter from his attorney, U. S, BalenUne, that he received a broken right hip when he fell at Uie comer of Market and Main on February 2. 1949. The matter was referred to Uie city attorney, Henry Perkins, with power to act. Building Permits Total $8634 Building permits amounting to $8634 were approved at city council last night. Topping the list was a new resi dence for $6000 at 2350 Darrow street. Others approved included a new business building at 1031 Main tor $3000, porch repair at 204 Nevada. $284 and 550 gallon gas tank at 1313 Owens for $150. the farm vote. Education The states now finance education. The senate has passed Truman's bill proposing a $300,000,000 federal sppropnaUon to help the slates. Altamont Yule Party Scheduled The annual Christmas program presented by Altamont Junior high school will be given by Uie stu dents tonight and Wednesday night. Toyland'" is a feature of Uie program with the sixth, seventh and eighth grade choruses singing "March of the Toys." "Dance of Uie Christmas Toys." "Santa Claus is Coming to Town." and "Toyland." The Altamont band will also play a special greeting. The sixth grade will present "The Twelve Days ot Christmas," and completing Uie evening. Uie eighth grade will sing several Christmas hymns. The music and scenes will begin at 8 p. m. both nights. ANNEXATION VOTING ALBANY, Ore. Dec. 20 oP Voters here and in three adjoining areas rre voting today on annexation of six different tracts involving 500 acres and 1000 residents. Three ot Uie sectors are uninhabited, two of these are small tracts wanted for grade school sites. Of Uie three others, two adjoin Uie west edge of Uie city and one la to Uie south. Dec. 20 if-v-The lavish spending Oaekwar of Baroda Is having labor trouble in his palace. His 250 servants have organised a union and are striking for higher par. The gaekwar, whose state legisla ture once accused him of squander ing $10,000,000 In a six-week spree, returned from Europe last week to find his servants out on strike. About 100 have been arrested. Saturday, 4000 municipal workers in Baroda, a city of more than 100.000 people, also went on strike In support ot the gaekwara servanta.
