It W The tt (upreme court ruled yesterday that Hi OK for cltlei to have curlew laws to prevent persons from being on publlo aireeU unless they have lawful purposes. The court specifically upheld the Portland curfew ordinance. It pro vide that no person can be on a publlo street or In a public place between the hours of 1 and i a. m. unless he has and discloses a la ful purpose. 'Reasonable' The court, in lta decision by Justice James T. Brand, aald cur Jew laws are reasonable police power which Is necessary to keep criminals off the streets. The case was started by Mr. and Mr. Calvin Goodwin. They were arrested and each fined 125 under the ordinance because they re fused to disclose s lawful purpose for being on the street during the curfew hours. They appealed to Circuit Judjte Walter L. Toon, who ruled In their favor and held that the ordintnee violated the constitution. Yesterday's decision reversed Judge Toose. KUHS Group To Enter Speech Trial Chuck Woodhouse. in charge of the division of radio speech at KUHS. announced this morning that Klamath Union high school will be represented In the "Speak for Democracy" contest in Novem ber by Senior student Benn Routs. Roufs won the school contest Monday afternoon. He is the first of the county high school student to qualify for the big county-wide public speaking contest which could mean a trip to Washington. D. C, a luncheon with President Truman, numerous expensive gifts, including a 4-year scholarship to any univer sity or college in America. Sacred Heart academy's Francis Hallanan copped the county cham pionship last year but placed fourth In the state trials. Congress OK's Wind Tunnel Funds WASHINGTON, Oct 19 VP) Congress sent to the White House yesterday a compromise bill author izing a (252.000.000 program for de veloping transonic and supersonic wind tunnels. Both the house and senate agreed to the measure within a short time yesterday.
