THURSDAY, OCT. 13, 1949 HERALD A NO NEWS, KLAMATH FALLS, OREGON PACE SEVENTEEN! 5 National Potato Letter Potato Fortunes Hang In Balance Awaiting Price Prop Decision Well-Proportioned Ranch House Bf A.L fllsliimmood Chsngee. It any. In tin potato aupply lluatlun oannot be forecast 4 until the October crop estimate U tleaed nnt week by Uw drpurt ,'nient ol agriculture. Currently, lest minute action ot congresa on Ilia plce aupport legislation can make or loee mora money for potato growers Uian will current change In the market. Potato prlca lupport la not even fairly new. It began, not during Uie war period, but with the firm emer gency relief purchasea In 1HM-34. These purchanea continued until the war years, upon a limited basis depending upon Uw fundi available, and without any particular prlca ob jective. Parity payments were made on aome eommodltlee during tna lata thlrliea, and price support Ing commodity loana have been available on aome crop lor many yeara, Prlca Props The Bteaiall Amendment of 1(41 atarted modem prlca lupport for potatoes. It called for support at not leaa than 90 per cent of parity for any commodity of winch increased production waa requented aa part of the war effort. Support waa to continue for two years after the end of the emergency for the specific purpose of enabling farmers to re adjust to peacetime production Reeds. Bteagall supnort ended on Decem ber SI, IM. but In June of 1M8 congreaa paud the agricultural act of lltta. Title 1 of that act continued 0 per Of"! support for polatoea lor the remainder of the 1(48 crop sea son, but provided for lower support, at M to M per cent of parity, on all potatoes harvested alter January 1, 1M. Cash Costa Cash cost ol potato prlre sup port have been heavy, lst year topping a quarter of a billion dul ler. At tha aama time, consumers rave paid what they consider high retail price and claim that they have actually paid twice once in retail prlcea and one In taxes. Department of agriculture of ficials have pleaded with congreas aa far back aa 144 to change the act. Tha 1(48 act did not change the situation appreciably aa It still leaves tha department of agricul ture In the potato businesa In a big way. Its operation waste a lot ot polatoea and money, and falls to reduce production to anywhere near our consumption needs. The Brannan plan seeas to trest potatoes much aa aro the baslrs. with acreage allotmrnta. marketing quota with penaltlea and a new conception ot parity a little higher than the old one, but more rrspon alva to changing economic condi tions. Flexible In addition. It seeks to provide price support by letting market prices seek their demand-supply level, and then paying growers in rash tha difference between what they should have received and what thev actually received. Principal argument for this ini vallon are that growers would get full parity and consumers would buy cheaper potatoes. The non-cooperating growers would have to aell In an unsupported market and t Iterators there would be few non cooperating growers and real pro duction adjustment. Opposing argument call the pro posal "economic sleight - of - hand." ' They give It tha knock-out blow by charging that the cost would be so , great and so uncertain Uiat It can not be estimated. The Brannan plan has no chance of passage In this congress. Rejecting the Brannan plan, the house paaaed tha Oore bill. The Oore bill repeal the act of 1948 and continues potato support for another year at the 80 per cent level. It Is a stop-gsp and does not solve the problem. Next In line, and now under debate In the senate, la tne so. called Anderson compromise bill. This bill retains some of the features of the 1(48 act and adds others. For potatoes, It leaves aup-, port at SO to (0 per cent of parity. I provides for marketing quota and , penaltlea and conditions support on compliance with various restric tions, but provides nothing new In the way of support methods. The bill Is genius' a thorough goUig-over In the senate, but still could be passed Willi little amendment. Thomas Hill The Thomas bill which proposed that potats be eliminated entirely from mirdatory support la dead for the prmem but the Idea could gain a strung foothold If pushed vigor ously. Instead senators will offer an omnibus potato bill. The bill will seek to provide flexible support levels, acreage allotments, market ing quotas with penalties and no support If quotas are voted down. Production payment womd be used to accomplish support. Because of the provision for pro duction paymenu, Uie bill stands no ensure of passage. Without this feature, the bill, so far as potatoes are concerned, would provide nothing that la not already In the Anderson bill. Confections, Tooth Foes, Says Dentist SPOKANE. Oct. IS Confec lion manufacturers wont Ilka what a dental surgeon had to aay at Die State Public Health association conference. Dr. Waller J. Pelton of Denver. Colo, named candy, gum and soda pop as tha chief catuea of tooth decay. It Isn't the form of the confection but tha sugar la K that doe the damage, he said. Parents Accused Dr. Pelton, senior dental surgeon for the U. 8. public health serv ice, also accused parent of doing mora harm than good with "sweat tooth" reward for obedience lrom their children. "Many children find the candy dole In proportion to their behav ior quotirnt," he said. "Many par ents do not aem to realize the detrimental effect on the teeth." 'Forward Looking The speaker cited Lewlston. Ida ho, aa a "forward-looking commu nity" for Its use of treated water to prevent tooth decay. He said the cost per person had dropped from 1 cent per person to 14 or 15 cents. The chemical sodium fluoride Is added to the water aa a de cay preventltlve. Manure Loader A Scaffold DES MOINES. la. lie, Homer Peters, who farms northeast ot Alta. Ia , got his barn painted. To make the Job Interesting for hi two sons, Bruce and Dean, Peters fashioned a scaffolding by using his hydraullc-llft manure loader. He fastened a plank to tha bucket end of the loader. With the loader raised, the boys could stand on the plank and easily paint under the eaves. As they progressed downward they could lower the lift. Also, the boys had the fun of getting to move the tractor when a panel of tha wall was completed. Aevae: " Forecast Puts Spud Crop Further Down Rats Plant Yeed Seeds Desert rata that gather reserve feed, store It In shallow caches, snd leave many of these undisturbed, are practically planters of the stored seed. This Is one of the Important cause of the rapid Invasion of grassy range land by mrsqulte shrub. Mesqulte. says the U. 8. de partment of agriculture, displaces forage grasses and reduces the beef and wool production. In typical areaa In Arizona the number of mesqulte shrubs to the acre haa In creased by about 60 per cent In the last 15 years, the forest service re port from a study financed under the research and marketing act, a part of broader research looking to control of undesirable range shrub. Kangaroo Rat Tha Merriam kangaroo rat la a small rodent that lives In the and areaa of the Southwest. The mes qulte seed Is one of Its favorite foods. When the seeds are ripe. Kangaroo rat gather them and store them In hsndful lot in shal low pit covered with an Inch or so of soli. The rsts sre Industrious and .forehanded and usually store mora than they est." Seeds they never recover are, for practical pur poses, "planted" In these stores. Be es use of their very hard eeedcoats. msny mesqulte seeds fall to germi nate. But in storing the seeds, the rat gnaw the shells Just enough to Improve germination greatly. They act In something the manner of mechanical seed "scarifiers" used to Improve the germination of sweet clover and other hard aheiled crop seeds. Cattle Planters Csttle also eat mesqulte seeds and rcatter undigested seeds, but In field experiments H. O. Reynolds and O E. Olrndrnlng ot the Southwest forest and range experiment station have found that cattle also destroy many mesqulte seedlings. Most rapid Increase of mesqulte developed on fenced small areas which keep out cattle and rabblta but admit the kangaroo rata. Old Hen Still Lays Eggs LINCOLN. Neb. A hen old enough to vote Is claimed by Pearl Hslferty, a stock feeder for a rail road. He said the 21-year-old hen Is the last survivor of a flock of SO roosters and 48 hens he bought In 128. She still lays an egg now and then, he said. ELIMINATE WALL BORDER A small room will appear larger and celling higher If there Is no division between celling and walls by molding or similar horizontal lines or border. Solid Brick Walls Need Insulation Although many ownera of homes of solid brick or masonry construe-! lion believe otherwise, It la twice aa important to Insulate the wsils of these homes as to Imulate the wslls of a frsme house, and four tlmea aa Important to insulate the solid wslls aa the roof, it was as serted today by tha Construction Research bureau. New York clear-1 lng house for building Information. I Testa Studying test conducted at the University ot Illinois, the bureau; aald that 40 per cent of the sea-; son's fuel can be saved if the 8-Inch-thick walls of a 2-story solid brick or masonry house are Insulated with JN Inches of mineral wool be tween the brick and piaster. Insula tion of thla thicknexa in the walla of a frame bouse of the same size savea It per cent ot the fuel. The difference la that solid masonry la a better conductor ot heat than wood. I'nlts laved The test showed thst where 138 fuel -unluware required .to. heat a house with uninsulated walla 8 lnchea thick, M units can be aaved with full-thick mineral wool, and that even one Inch of mineral wool will aave 45 units. Fuel savings with 4 Inches of this Insulating material between root and living area amount to 13 units In a frame house requiring 100 heat unit, or in a solid masonry house requiring lag. Evident . "Prom this It should be evident that side-wall Insulation ia a must tor a solid masonry home and is of even more Importance than roof In sulation," the bureau said. "A 3H lnch layer of mineral wool has the Insulating efficiency of 12 feet of concrete." Egg-Feed Prices Improved According to the United States de partment ol agriculture the present egg-feed price ratio is much more favorable to poultrymen than a year ago. The average poultry ration cost 84.14 per 100 pounds last month compared to $4 42 a year ago. This which 1 dozen eggs would buy 14.7 result In an egg-feed ratio of pounds of feed in the month ot August this year compared to 145 pounds a year ago. "Poultrymen should take advan tage of thla favorable price feed ratio" states Theodore Schommer, manager of Triangle Milling com pany, "not only for the profit in volved but also to help relieve the serious egg shortage in this area."
