The present collection system apparently do not allow (or an accurate accounting ol the amounta received. Matthews recommended that the city Institute a system ol collection whereby Interchangeable coins r. ceptaclea could be Installed In the meters. He stated that this practice Is beinc used in other cities and proving successful.
