Communists
NANKING, April tt tPt China
today rare up the old communist
capital. Yenan. after little more
than a year of occupation. The
withdrawal caught the nation by
surprise.
(The Chinese communist radio
said Yenan was re-occupied by
communist troops soon after the
government forces moved out. The
broadcast was recorded by the As
sociated Press at San Francisco.
The government explained that
It pulled out of the famous old
cave city In North Shensl province
to place Its troops more favorably.
It anticipated an onslaught of red
Gen. Peng Tem-huai. who nas
been threatening to carve a gate
way Into Szechuan province.
Unexpected Loss
Bhensl Delegate Sung King-yuan
' told the national assembly the loss
of Yenan was unexpected "but in
evitable. Politically, the capture of
Yenan was a good move. But mili
tarily H was a great blunder it
exposed the rest of Shensl to the
reds."
Abandonment of Yenan under-
f 'scored the gravity of the govern
ment's position in the nortnwesu
It also gave credence to reports
that both the governor of Shensi
province and the northwest mili
tary commander, Gen. Hu Tsung-
nan, had been removed.
Gen. Hu s forces took Yenan in
March of last year.
The government also took not
ec the serious situation In Man
churia by naming a Manchurian to
one of the high posts at Mukden.

eliminate the widely publicized soot

th( Consumers Heating company
stacks. The company, he said,
knows exactly whst must be done.
Not all of the "black snow" comes
from the heating company opera
tion. Miller said, but admitted much
of It does, and public Interest In eli
minating the nuisance, along with
the soundness of the Investment,
should stimulate sale of additional
common stock.
Some Refused
He added that a number of busi
ness men who complain about
"black snow" refused to subscribe to
stock when the operation was being
put on its feet bv. local people.
Miller paid tribute to Olenn Lor
emr. who has headed the urogram
at the heating plant established
when the new organisation took
over. Lore nr. he said, does far
more for this community than most
peoole reallre.
Directors of the chamber evinced
much interest in Miller's report No
action of the chamber was indi
cated, but it was agreed that the
sale of more common stock should
be general recommended In the
