March 29 (V-Scattered stock market leaders moved up today although many Issues Inclined to falter. Prices hardened after midday with few coppers and industrials fav ored. Gains and losses ran to a point or so here and there near the close. Transfers were In the vicinity of 900.000 shares following five succes sive full sessions in which the mil lion-mark was topped. American Tobacco "B" hit bottom for 1948. Laggards most of the time Included Southern Pacific, U. S. Steel, Chrysler, International Har vester, Pepsi-Cola and Mission cor poration. Kennecott was an Isolated strong spot, touching a high for the year. Resistant were Goodrich, TJ. 8. Rub ber, Anaconda, Phelps Dodge and jHoeing. Market operations were restricted to a certain extent by a strike of iinanciai employes which had been long threatened. Brokers described tne situation as "more or less nor mat" Bonds were uneven, as were com modities. Cotton, toward the finish, was up 70 cents to 2.10 a bale. Presidential Press Secretary Charles G. Hon made this assertion to a news conference. He had been asked about a report out of London that Mr. Truman, Soviet iieneral isslnio Stalin and British Prime Minister Attire might meet in Ber lin. Ross said that beyond denying thBt a "Big Three" meeting is plan ned, he could not add to what Mr. Truman himself has said on num erous occasions. No Trip Seen Mr. Truman has said repeatedlv that he would be glad to see Stalin and Attlee in the United States, but that he has no intention of leaving the country for any such conference. A reporter told Ross there also is a report out of Turkey that Presi dent Truman might visit that coun try shortly. Ross said the denial of that report "goes double or triple." He said It is fantastic. From time to time, various Deoole nave suggested that discords in Russian-American relations might be eased by a personal meeting of Mr. Truman and Premier Stalin. One of the latest to voire it is Senator Pepper (D.-Fla.) who pro posed that Mr. Truman confront Stalin personally with a plan for peace "In a last dramatic effort to prevent the horror of another un speakable war." Pepper, who often has defended Soviet policies, chaired in a radio interview (station WEAM) yester day thai Russia "has been guilty of aggression" upon her neighbors. This, he said, "offends and affronts our sense of independence and dig nity and freedom for the peoples of the world." Miss Loa Howard, welfare ad ministrator, reported Friday the state had spent only 27 per cent of the $43355.000 available for the 1947-49 period. By the end of this fiscal year about 45 per cent of the funds will have been spent, she said. The commission set tt budget for the next fiscal year of $23,553,268.
